General Description of Role and Objectives:
The Assistant Safety and Security Manager (A-SSM) supports the Safety and Security Manager (SSM) in providing and ensuring safety and security for GOAL Haiti staff and assets. The A-SSM takes important security-related decisions and represents the SSM should the latter be unavailable or out of country. The A-SSM also represents the SSM in local security forums and makes sure that relevant information is shared on the level of senior security advisors in the NGO community, both in English and French languages. The A-SSM is strongly involved in sourcing and analyzing security-relevant information in order to help identify and mitigate risk trends that affect GOAL Haiti staff and assets. The A-SSM develops and maintains a wide network that enables him to receive timely information about political and security developments. From this, he compiles weekly risk report formats, using his software skills, in preparation for their publication by the SSM. The A-SSM is also responsible for the Security Supervisors and makes sure they report on the Security team performance on a regular basis. In consultation with the SSM and the Supervisors, he will be responsible for the appropriate disposition of the GOAL Guard Force according to the prevailing risk situation. The A-SSM makes sure that regulations and procedures are up-to-date with current risk developments, and ensures that they are communicated in a timely manner to the supervisors as well as implemented by them.


Fonctions

Key Functions:
• Providing an operational link between the supervisor level and the SSM
• Take key decisions for GOAL Haiti’s safety and security and represent SSM if SSM is unavailable, especially in security forums and meetings
• Co-ordinate security measures and precautions with other GOAL departments
• Provide a regular flow of security-relevant information from a strong local source network (Police, political actors, healthcare authorities and facilities) to the SSM
• Constantly monitor, review and update security regulations and procedures together with the SSM
• Carry out and coordinate emergency procedures together with the SSM when required, ensuring seamless coordination with local authorities and other important local actors
• Build, develop and maintain contacts with authorities, humanitarian actors, UN agencies and Communities
• Represent the NGO during interagency security meetings

Tasks:
• Developing and maintaining a source network particularly with Haitian authorities, such as HNP, as well as political and healthcare authorities and facilities
• Prepare weekly security report formats with information from own source network, ready to be reviewed and published by the SSM; edit and publish those formats if SSM is unavailable
• Feeding into and maintaining incident data-base in Microsoft Excel
• Establish good contacts to security staff of other NGOs in order to compare and coordinate perceptions of security developments
• Keep GOAL security SOPs up-to-date in consultation with the SSM, using extended knowledge of the security situation in Haiti
• Ensure regular communication and coordination with other GOAL departments in order to match their needs with the appropriate security precautions, and to ensure the continued functioning and availability of security equipment (especially by coordination with Logistics and Transport departments)
• Ensure the availability of the GOAL security car so that the supervisors can perform their tasks
• Responsible for performance and disposition of the supervisors, making sure they check on the GOAL Guard Force at irregular intervals and according to their task description
• Compile monthly overview report on the GOAL Guard Force performance based on the daily performance reports provided by the supervisors
• Lead investigations into security incidents, such as criminal activities against GOAL or cases of civil unrest, compiling incident reports in a timely and accurate manner, sourcing additional incident-related information that serves as a basis for the respective incident analysis, in order to facilitate the lessons-learned process

Functional Relationships:
• Line-managed by the Safety and Security Manager (SSM)
• Close working relationship with Transport and Logistics
• Frequent coordination with other GOAL Haiti departments, especially the programme teams
• Responsible for line-managing the GOAL Security Supervisors in Petionville/Port-au-Prince and in Gressier


Qualifications Requises

Requirements:
• At least 2 years’ experience in security management positions; job history in senior positions is an advantage
• Haitian national
• Valid driving licence
• Excellent communication and management skills
• Good analytical skills
• Experience of working in difficult environments/emergency contexts.
• Sound judgement, mature individual with tact, diplomacy and common sense
• Team work experience
• Good computer skills, experience with Microsoft Office applications
• Speaks fluent French, English and Creole
• Good writing skills both in French and English
