Introduction

UMCOR (United Methodist Committee on Relief) is a USA based international development agency that provides long-term technical assistance to developing countries. After the January 2010 earthquake, UMCOR intends to help rebuild Haiti focusing its activities in Tabarre, Croix des Bouquets and Port-au-Price in the program sectors of water and sanitation, shelter and livelihoods. It is implementing an integrated program that targets interventions across its core sectors on sustainable development programs, working in coordination with national and international agencies based on ongoing needs assessment in consultations with the communities.

UMCOR- Haiti is currently seeking a national Security Officer (SO). She/He will be based at UMCOR Haiti’s Port au Prince office.

The Security Officer (SO) is a full time position. The Security Officer (SO) will support UMCOR’s programming and daily operations. The Security Officer works under the UMCOR Senior Operation Manager to maintain the safety and security for UMCOR Haiti programming and personnel and deliver on programming.


Fonctions

ESSENTIAL FUNCTIONS:
The Security Officer supports programming and daily operations in UMCOR Haiti with the highest integrity, including security guidance and support to relief items distribution, the safety of daily vehicle movements, liaising with other agency security focal points, mission and program monitoring in emergencies. Security responsibilities include, but are not limited to: security planning and management, hurricane preparedness, hibernation, evacuation, safe driving, fire evacuation, personnel and equipment safety. It is anticipated that this position will also have a representational role, security attending meetings on behalf of the Haiti mission. This position requires attention to detail, a solid understanding of the Haiti context, strong organizational skills, teamwork, initiative, and responsiveness.

PRIMARY RESPONSIBILITIES:
• Responsible for the formulation, information sharing and updating of an overall UMCOR safety and security plan.
• Responsible for developing and implementing efficient UMCOR security support systems to all site program and operational activities.
• Develop safety and security reporting tools and procedures—including maintaining and distributing the UMCOR security tree.
• Advise Senior Operations Manager in managing staff safety and security of UMCOR, its establishments, and persons of concern.
• Coordinate with Logistic Manager on daily vehicle movements, providing security recommendations on safety and movement plans.
• Undertake periodic security assessments in close cooperation with UMCOR senior staff members, analyzing security factors and levels of risk related to UMCOR activities and evaluating existing security measures to determine their appropriateness and identify areas needing improvement.
• Provide specific recommendations regarding measures and procedures to ensure and improve the safety of UMCOR staff, property and operations, with specific attention to NGO-specific needs such as distributions.
• Provide safety and security briefings, advice and training to UMCOR staff members, and as appropriate, staff members of UMCOR partners.
• Maintain updated security information and prepare periodic situation reports on security in accordance UMCOR standard operating procedures and as agreed with the senior managers.
• Oversee the security system and liaise with personnel of the external security company in collaboration with Senior Operations Manager.
• Ensure all related business functions are in compliance with UMCOR’s safety standards, policies and procedures.
• Produce and submit monthly reports to Senior Operations Manager and other reports as requested.
• Maintain a strong external security focal point network and be the lead contact with related UN, ACT Alliance and NGO security related cluster meetings.
• Other duties as assigned by the Senior Operations Manager.


Qualifications Requises

Strong previous experience managing security operations for international organizations with diverse staff, in-depth knowledge of the Haiti security context, prior experience developing security plans and advising on security tools. Strong knowledge of the English language—written, spoken, read—fluency preferred. Must be a team player who shows initiative and is proactive.

Three months from date of signing will serve as a follow up date for a performance conversation.
