UMCOR (United Methodist Committee on Relief) is a USA based international development agency that provides long-term technical assistance to developing countries. After the January 2010 earthquake, UMCOR intends to help rebuild Haiti focusing its activities in Tabarre, Croix des Bouquets and Port-au-Price in the program sectors of water and sanitation, shelter and livelihoods. It is implementing a three year integrated program that targets interventions across its core sectors on sustainable development programs, working in coordination with national and international agencies based on ongoing needs assessment in consultations with the communities.
UMCOR- Haiti is currently seeking a national Livelihood Manager (LM). she/he will be based at UMCOR Haiti’s Port au Prince office.
The Livelihood Manager (LM) will be required to work 40 hours per week, with flexible of working hours during the week. The Livelihood Manager (LM) will implement UMCOR’s short and long term livelihood program in selected field areas of Haiti under guidance of the Livelihood Coordinator (LC).
Fonctions
ESSENTIAL FUNCTIONS:
The Livelihood Manager supports the UMCOR Haiti mission livelihoods team with the highest integrity, including support financial literacy and small and medium enterprise development and agriculture and rural development livelihoods work. It is anticipated that this position will also have a representational role, attending meetings on behalf of the UMCOR Haiti mission and livelihoods team and acting for the Livelihoods Coordinator as the need arises. This position requires strong technical skills, open communication, attention to detail, strong organizational skills, teamwork, initiative, and responsiveness.
PRIMARY RESPONSIBILITIES:
• Responsible for advising on all steps in the project cycle as it relates to livelihood program development: assessment, design (including budget), implementation, monitoring and evaluation.
• Significantly contribute to the development of concept notes and proposals.
• Lead on technical coordination, support and community mobilization with stakeholders and technical agencies relevant to the sector.
• Work closely with the UMCOR livelihoods team to develop local capacity and ensure that all programming is tailored to the context and needs of the local community.
• Develop gender analysis of both the external context to inform intervention and internal context to inform systems.
• Ensure that SPHERE standards (qualitative and quantitative) are considered and deviation documented.
• Liaise and attend meeting with local community, local authority, partner organization, government officials, UN agencies and other program stakeholders.
• Work in close collaboration with Livelihood Coordinator to ensure that intervention build upon and link in to short and longer term programming.
• Prepare and develop monthly and quarterly reports, work plans, work execution plans and program related updated.
• Organize workshop, training and meeting with and for stakeholders and local communities.
• Other task assigned by the Livelihood Coordinator.
Qualifications Requises
Advanced degree in related livelihoods field (economics, political science, development, agriculture, business etc.). Previous experience developing and implementing livelihood programming. Previous experience with international NGOs is a plus. Previous experience working on community relations. Strong English language skills—writing, reading and speaking. Fluent English language skills—writing, reading and speaking--preferred. Ability to work effectively in a multi-cultural team and strong personal initiative to deliver quality results on time and budget with minimal supervision. An ideal candidate will have strong technical skills, open communication, attention to detail, strong organizational skills, teamwork, initiative, and responsiveness.
