Plan Haiti is looking for a Project Manager Health based to the Unit Program West, according to the specifications below:
Fonctions
To support commune level health authorities to coordinate and regulate the health sector response to most affected children in Croix des Bouquets, through the development of performance based contracts.
To ensure access to primary health care services with emphasis on children and mothers and are available through the rehabilitation of primary health Infrastructure and services and through the delivery of quality health care by mobile teams in settlements.
To ensure health service providers offer access to essential drugs, safe deliveries of babies, immunization, supplementary feeding if needed for children below 5 years, pregnant and lactating mothers as per MOH standards, and develop nutritional as well as epidemiological surveillance at community level engaging children, adolescents and youth To develop inclusive, children focused, disaster ready, health plans at the commune level (Unité communale de santé) engaging children, adolescents and youth in the process.
The program will be implemented in close partnership with the Ministry of Health, local authorities and partners in Health in order to contribute to the long term development goals of Haiti and to avoid duplication of services.
Tasks and responsibilities
1. Management and Implementation
• Lead and manage all aspects of the Public Health Program in CDB Program units.
• Using a participatory process, develop the project implementation plan with Plan Inc. team and partners
• Coordinate implementation with Plan Inc. team, MOH and other partners to ensure priority health services are delivered through public –private partnerships (mobile clinics and fixed points) to most vulnerable children and women and referral systems are in place, with emphasis on IDP camps.
• Strengthen emergency health committee, mapping out children, youth and mothers health needs, highlighting children, youth and mothers health needs in the rehabilitation phase.
• In depth assessment of damage, gaps in basic health infrastructure/services and promotion of re-establishment of basic healthcare in the areas of maternal and child health.
• As required train health staff (public-non public health workers) to provide appropriate, quality health promotion, prevention and attention in the relief and recovery settings in coordination with relevant authorities and following national standards.
• Strengthen the normative and regulatory role of State health institutions to oversee basic health services.
• Strengthen official health information systems.
• Strengthen the capacities of local health authorities and CBO, including children and youth groups, to work together in the elaboration of communal health plans aligned with the Ministry of Health’s new strategy
• Support child-to-child and youth-youth in-school and out-of-school health and hygiene promotion programming. Provide capacity-strengthening and support to child and youth health promoters.
• Develop messages to promote children and mothers’ health and to inform on available services
• Organize annual project review with partners
2. Partnerships
Identify implementing partners for performance based contracting, training and supervision
Actively participate in appropriate coordination groups such as national coordination groups on Health with emphasis on maternal and child health.
Collaborate closely with WHO for technical support and supplies
3. Advocacy
• Represent Plan’s Public Health program with partners, donors, governments, NGOs, etc.
• Document and illustrate children and mothers public health needs through Plan Inc. Child media team in support of advocacy efforts
• Contract research to highlight children and mothers public health issues and disseminate results to support advocacy efforts
• Organize local debate, IEC campaign in support to advocacy efforts.
Plan Coordination and report lines
Within Plan, the Health Technical Advisor PU reports to the Countryl Health Advisor.
Additionally the Public Health Advisor will coordinate with the REC and documentation unit, ensuring proper monitoring and evaluation of interventions.
Qualifications Requises
• MPH, nursing and/or medical degree with emphasis on mother and child health
• Previous experience in medium-large scale emergencies is preferred
• Capacity to develop, implement and analyze health assessments, develop and implement work plans in emergency and complex development settings
• Experience in budget development and management
• Skills in training, monitoring and evaluation of health interventions
• Strong coordination skills with the ability to manage information (statistical analysis, report writing and presentations).
• Strong knowledge of Primary health care programs and implementations requirements
Language Skills
• Must be fluent in French and English for oral and written communication
