Background
On the 12th January 2010 an earthquake measuring 7.3 on the Richter scale struck Haiti, resulting in a death toll of 222,517, the displacement of 1.2 million people to temporary settlements, and the destruction of key public infrastructure, including hospitals, schools and government buildings.

GOAL began work in Haiti shortly after the earthquake, initially carrying out food and non-food item distribution, and distributing 2000 emergency shelters to affected populations. With the support of OFDA, GOAL established a three pronged post-earthquake response in the areas of WASH, Shelter, and Economic Recovery and Market Systems.

The OFDA funded programme began on the 10th of February 2010 and will shortly be coming to a close on the 19th of December. Following the earthquake the Economic Recovery and Market Systems component of the programme established a system of Cash for Work (CFW) in order to increase the purchasing power of affected populations and enable people to purchase relief items in local market places.

After the initial distribution of 200 emergency shelters, by the end of this year GOAL will have provided 2000 Transitional Shelters to families identified as particularly vulnerable in Port au Prince and Gressier, and undertaken Civil Works activities to contribute to a safe living environment in selected communities.

Finally as part of the WASH programme, a comprehensive package of sanitation, water supply and hygiene promotion activities has been undertaken to ensure that targeted populations have increased access to water and sanitation facilities, and take actions to protect themselves from communicable diseases.

Scope of the work

GOAL is looking to undertake an external final evaluation of the OFDA Emergency Response programme in order to:

• Understand the effectiveness, quality, and appropriateness of its immediate and on-going response to the earthquake
• Identify key lessons learnt for future programme design, implementation and monitoring and evaluation

The evaluation will provide key information for both GOAL’s field and head office management teams, and be shared with OFDA as part of GOAL’s grant reporting


Fonctions

The evaluation seeks to answer the following questions:

Programme Quality, Appropriateness and Effectiveness

• To what extent did the multi-sectoral programme (Wash, Shelter, Cash for Work) achieve its objectives?

• Did the programme have any positive or negative unintended effects?

• What were the key obstacles encountered in programme delivery?

• Did the programme identify and meet the most urgent and on-going needs of the identified populations, and the selected beneficiaries within these populations?

• To what extent was the programme able to assess and respond to the changing needs of beneficiaries, and a changing operating context?

• Did GOAL effectively co-ordinate with other implementing agencies and national and local government structures?













This document will not clarify exhaustively the methodology to be undertaken by a consultant(s) in carrying out this evaluation; it will be the responsibility of each interested consultant to identify how s/he/they would propose to undertake the assignment. All monitoring, evaluation and project information already collected, including surveys, the results from focus groups, and donor reports, will be placed at the disposal of the consultant.



The methodologies to be used by the consultant may include the following:

:

• Desk review of key documents,

• Interviews with key field and office based staff

• Key informant interviews and focus group discussions with stakeholders

• Beneficiary case studies

• Field site observation

The output of this evaluation process will be:

1) A lessons learnt and presentation workshop in Port au Prince, which highlights preliminary findings and key recommendations. This presentation will afford GOAL the opportunity to comment on the evaluation findings and suggest final amendments.

2) A draft report that responds to the questions outlined in the TOR within five working days of the conclusion of field based work

3) A final report within 2 weeks of the end of field base work

Subsequently, a final report will be expected from the consultant(s) within one week of the presentation.

CONTENT OF FINAL REPORT

The product of this evaluation is the evaluation report which will incorporate feedback from stakeholders and include conclusions and recommendations. The report will be shared with GOAL. The report should be done in accordance to the following format. Percentages indicate the emphasis on each heading in the final report.

7. Conclusions and recommendations include clear justifications for the choices and recommendations proposed. These should include short term and long term recommendations (20%)

1. TIMEFRAME

It is planned that the evaluation will start middle through to the end January 2012, and that the entire process, including fieldwork, documentation and presentation of evaluation findings, will take no longer than 1 month.

Time given for reporting, including the review of the first draft, will be two weeks from the conclusion of field based data gathering.

All interested consultants are requested to submit a document tendering for this assignment. Each tender should provide detail on the following:

• The consultant’s understanding of the TOR

• Proposed methodology to be adopted in achieving TOR

• Time frame for completion of task

• The consultant’s CV, and if possible a sample of a previous evaluation/report

• Non-financial resources required (e.g. transport, personnel time, administrative arrangements, etc.)

• Preferred payment schedule.

• Two references (One of your own choice and the other from your last client/employer).

• Proposed budget; including an overall quotation in USD for all the services to be provided and must itemize the following:

• An all-inclusive day rate (professional and administrative)

• Summary of the total costs for the services proposed.

• All costs for proposal preparation and of negotiating a contract, including travel cannot be reimbursed as a direct cost of the assignment.


Qualifications Requises

Profile of the Evaluator

• Significant emergency or development field experience
• Strong ability to evaluate a multi-sector emergency response following large-scale disaster in a less developed country
• Significant experience in the evaluation of humanitarian projects
• Prior experience working in or knowledge of Haiti preferable
• Experience of evaluating or working on emergency phase post-disaster reconstruction
• Prior experience working on or evaluating OFDA programmes in emergency settings preferable
• Fluent in English, advanced working knowledge of French, Creole a plus
• 7+ years of evaluation experience

The consultant’s proposal will be evaluated based on the following criteria:

• Known reliability in delivery of timely and quality services
• Suitability of experience, field specific and thematic
• Suitability of qualifications
• Demonstrated understanding of the evaluation proposed
• Knowledge of donors
• Cost
