Job Purpose
The Education Program Manager is responsible for the management and delivery of results in Save the Children’s Education program in Jacmel. The position will manage the education budget for the location and ensure that program activities are carried out in an efficient and timely manner and up to a high standard. He/she will provide timely feedback on program progress, challenges, gaps and lessons learned. He/she will be responsible for effective cross-sector linkages and to develop and maintain good working relationships with local partners, other INGOs, local Ministry of Education representatives and the UN.

Responsabilities
Leadership and management
• Lead, manage and motivate the program team in Jacmel;
• Liaise closely with the Education Cluster in the Region, participate actively in collaborative planning, implementation, information sharing and other initiatives coordinated by the Cluster; support Co-Cluster coordination with UNICEF on behalf of Save the Children when necessary;
• Work closely with department and zonal leadership, and with international, national and local partner organizations;
• Recruit and supervise staff; conduct regular and appropriate capacity building activities for staff.
Program and Grant Management
• Set up clear program management systems with the education team, developing clear targets and activity plans per school or zone/district/department with appropriate reporting and communication;
• With the education team develop clear targets and activity plans for early childhood development;
• Identify, troubleshoot and resolve promptly staff issues, implementation delays, or problems with partners;
• Manage budget and monitor expenditure based on the implementation plan;
• Ensure that other sectors operating in field office are working in coordination with education.
Program development
• Participate in the continuous assessment of mid and long term education needs and ensure that this is appropriately reflected in sectoral meetings;
• Work with Education Advisor and colleagues from SCH education team and other sectors to ensure regular coordination at strategic and programmatic level, developing programmatic synergy;
• Advise and provide support to the Field Manager to develop program ideas to increase the impact of Save the Children’s education program.
Monitoring and Evaluation
• Develop M&E plan with the support of Education Advisor and M&E specialist and use M&E plan, including feedback mechanisms to track progress and improve program quality;
• Ensure clear plans in place for monitoring and evaluating project activities in relation to the objectives and those lessons learnt are shared and capitalized on.
Occasional Significant Duties
• Develop funding proposals when necessary
• Organize donor and medias visits in supported schools
• Comply with all relevant Save the Children policies and procedures with respect to child protection, health and safety, equal opportunities and other relevant policies.
Qualifications Requises
Qualifications and Experience
• Master’s degree in International Education
• 3 years experience in international/local NGOs
• Experience in project planning, implementation, monitoring and evaluation
• 5 years experience in Education
• Team management and capacity-building experience
• Fluency in written and spoken French
• Good written and spoken English
• Fluency in Creole preferred
• Budget development and financial monitoring skills
