Introduction
The Haitian Red Cross and IFRC are launching a new interactive phone line in Haiti in January 2012. This phone line will be capable of providing a wide range of recorded information on health and diaster preparedness and of running surveys that people can participate in by pressing buttons on their phone to indciate their answers to questions. This phone line will complement the existing two-way TERA SMS system. The Data Analyst will be responsible for working closely with operational teams to plan all SMS and IVR surveys and analysing the results of these surveys and providing this to the programmes. The Data Analyst will also be responsible for monthly monitoring of the IVR system, providing regular reports on what information people are listening to as well as an overview of how the system is being used.
The incumbent will be responsible for planning surveys and managing the collection, recording and analysis of all informations from SMS and the IVR.
The aim of the beneficiary communications programme is to :
• Provide people in Haiti with information about RCRC programmes and activities
• Provide people in Haiti with useful and potentially life-saving informations about for example, health, shelter and disaster preparedness
• Provide people in Haiti with an opportunity to share their concerns and needs with the RCRC and feedback on RCRC programmes
• Support RCRC programmes to consult with communities about their projects and so increase the effectiveness, quality and acceptability of their activites
• Keep communication open between communities and the RCRC by keeping them informed of and involved in recovery activities
Fonctions
• Work with Haitian Red Cross, IFRC and other Red Cross operational teams to help them plan and design surveys that will increase beneficiary feedback and provide them with useful information on their programmes
• Set up and process survey questionnaires on the IVR software, ensuring that the questionnaires are working correctly and data is being collected
• Analyse all survey results and provide regular reports to the programmes
• Work with Haitian Red Cross, IFRC and other Red Cross operational teams to find ways to use the IVR as a monitoring and evaluating tools for their programmes – for example monitoring how livelihoods grants are being spent
• Establish a monthly monitoring schedule to provide a clear picture on how the IVR and SMS are being used by the public, including recording which information is being listened to most and which informations people are not listening to
• Carry out research into peoples’ participation in surveys on the IVR to gain an understanding of why people take part and what could increase participation rates
• Plan and deliver an evaluation every four months into at least one IVR and SMS campaign to understand the impact of these campaigns and what could be improved in future campaigns
• Assist with the updating of information on the IVR, planning, writing and recording new scripts as necessary
• Contribute to all quarterly reports for the Humanitarian Innovation Fund
• Other duties as directed by the IVR Project Manager and the Beneficiary Communications Delegate
Qualifications Requises
Qualifications in Information Management
Experience working with databases and statistics
Experience of planning and managing surveys
Experience of data analysis
Experience of planning and managing evaluations
Experience working with the Red Cross or other NGO
Understanding of two-way beneficiary communications
Understanding of technologies such as IVR and SMS
Skilled using excel and databases
Fluent in English, French and Creole.
