Fonctions
We are seeking the services of an experienced Contract Officer to strengthen its capacity in contract preparation and management. The Contracts Officer is responsible for the award and contracting of consultants, engineers, contractors, and other service providers requested by the delegation.
The incumbent will oversee all elements of contracting, including the development of Terms of References, identifying consultants, contractors or institutions, evaluating proposals and tenders, preparing contracts and related documents, negotiating contracts, monitoring contract status, obtain legal advice when required and advising on policy and procedure.
The Logistics Delegate and Procurement Manager will supervise the incumbent and assist with conflict resolution and guidance related to our contracting policy and procedures. A Compliance Delegate will audit and regulate procurement and contracting actions independent from the procurement department.
The Contracts Officer will provide the following support to the Delegation:
• Reviews purchase requests related to contracting and liaises with requestors and Procurement Manager to draft scopes of work, specifications, qualifications, scoring and evaluation terms, procurement announcement, and instructions to bid;
• Assists identifying contract clauses to cover special conditions such as inspection and acceptance, marking and packaging, quantity variation, payment terms, penalties, warranties, or transportation costs;
• Prepares, advertises, and solicits Requests for Proposals (RFPs) and Invitations to Bid (IFBs);
• Ensures that procurement advertisements are transparently posted in public newspapers, websites, and other appropriate sources;
• Prepares necessary documentation and obtains approval of procurement files, summary reports, contracting memorandums, and draft contract and etc. contracts.
• Organizes bid and evaluation committees and takes an active part in negotiations ensuring that rates and costs are consistent with the budget, scope of work requirements, and within local market ranges;
• Ensures that a competitive and transparent procurement process is followed for the selection and award of contracts;
• Interprets contract provisions and reviews contracts for accuracy;
• Edits contract drafts prior to award and or renewal;
• Ensures that contractors comply with contractual terms, conditions, and obligations;
• Follows up with requestors and contractors regarding contract deadlines as payment and performance dates and contract expirations;
• Advises delegation on courses of action related to any particular contract condition, breech, or contracting process;
• Researches and evaluates market conditions and costs in Haiti;
• Maintains a contract database and notifies contract requestors of expiring contracts, deviations from delivery schedules or non-compliance of contractual terms
• Liaises with the contractors, requestor’s personnel, program management, Monitoring and Evaluation, finance, and other departments to ensure of smooth contract administration;
• Assists improving contracting systems to increase efficiency, effectiveness and control;
• Assists the Procurement Manager with other procurement related work as necessary
Qualifications Requises
Required Knowledge, Skills and Abilities:
Knowledge of:
• Procurement methods and procedures for contract administration;
• Contractual rules and regulations according to international standards and Haitian law;
• Various technical disciplines and processes for registration of new contractors;
• Laws, ordinances, rules, regulations, and other requirements governing the procurement of technical registrants and construction services;
• Procurement practices as applied to international organizations procedures.
Ability to:
• Ensure that the procurement activities are in accordance with laws, ordinances, rules, regulations, and policies.
• Produce written technical documents in the English/French and Creole languages.
• Work cooperatively with other departments’ employees.
• Perform a broad range of procurement and contracting responsibilities.

• Ensure effective working relationship with technical and service departments at national, delegation and headquarters level.
• Perform other work related duties and responsibilities as may be assigned by the supervisor
• Work towards the achievement of overall goals of the operations in the delegation through effective managerial and lateral relations and teamwork
• Respect and work within the code of conduct of the Red Cross Movement
General
In good mental & physical health
Qualifications
Computer proficiency in Microsoft Office and Excel
5+ years of procurement and contract award and administration
experience with one or more organization or companies
Bachelor's degree or equivalent combination of education and experience
Prior experience with and ability to follow all aspects of procurement
process for goods and services
Strong communication and organizational skills
Good analytical and problem solving skills
Leadership skills, teamwork and relationship building
Able to manage the staff, prioritize and meet deadlines
Flexible and adaptable to changing working conditions
Experience of working for the Red Cross/Red Crescent or other international humanitarian organization (preferred)
Experience in humanitarian relief and emergency response programs (preferred)
Willing and able to travel whenever required for work purposes

Frequent contact with: Compliance, Administration, Logistics Delegate, Senior Management and others.
Duty post: Port-au-Prince, Haiti
Duration: 12 months including 3 months’ probation period. Extension of a contract will be subject to performance and availability of funding
