Based out of its Jérémie Office, Catholic Relief Services (CRS) Haiti Program will implement a new Emergency Food Security Project (EFSP) to address the rising food insecurity situation throughout rural Grande Anse. The proposal is designed to provide food aid/relief through a series of locally procured food distributions via traditional vouchers and a new innovative mobile phone voucher platform. EFSP staff will work alongside and in coordination with current Jérémie-based staff implementing projects in three main programmatic areas: Disaster Risk Reduction, HIV/AIDs programming, and a Multi Year Assistance Program (MYAP). These three programs comprise of thematic interventions that range from Rural Livelihoods, Health, Protection, Emergency Response and School Feeding. CRS implements projects through partner organizations in Grande Anse and continues to develop strategic relationships with local partners throughout the department.

Primary Responsibilities:
The Voucher Project Officer will work in close collaboration in a horizontal relationship with the Mobile Cash Transfer Project Officer – the two will cover different geographic areas but harmonize activities and strategies in many ways. He/she will work with CRS colleagues and partner staff to design and implement a high quality voucher program for the emergency food security project in the Grande Anse. This process begins with community mobilization, focus group discussions on final design steps and beneficiary selection in coordination with other CRS and partner staff. Primary responsibilities also include the development of tools, forms, and systems that cover the market based voucher system, market monitoring tools, vendor criteria and selection and contract agreements with vendors and service providers. The Voucher Project Officer will be responsible for coordinating and overseeing all market day activities and exchanges between project participants, vendors and service providers. The Voucher Project Officer will be directly supervise two community-based animators in Abricots and Bonbons and will be responsible for providing technical and general project management support to these staff throughout the implementation phase.
Specific Activities:
Work with CRS and partner staff to implement quality voucher program activities, including:
Community Mobilization and Coordination
o Design social mobilization plan and introductory project presentations to be delivered in each of the communes
o Support beneficiary selection activities with CPC’s and other CRS project staff according to the criteria set forth in project agreement
o Ensure regular communication and flow of project information to relevant government officials and local stakeholders
Vendor Relations
o Present project objectives and criteria to potential participating vendors; maintain a registry of potential vendors and support vetting procedures
o Support the finalization of vendor contracts and the timely payment of vendors for services rendered
o Facilitate voucher redemption process between vendors and banking service provider
Project Implementation
o Implement an efficient and effective voucher system that is responsive to the needs of the beneficiaries and is well coordinated with vendors and service providers
o Arrange voucher type, distribution procedures, and market redemption days
o Provide requisite documentation and support to project accountants to ensure accurate review and timely payment of vendors following market days
Reporting, Monitoring and Evaluation
o In cooperation with M&E and partner staff, support regular monitoring of project activities to measure effectiveness, efficiency and impact of the voucher project
o Support project accountability measures and community feedback mechanisms
Support Voucher Project Manager with additional program quality activities as needed
Qualifications Requises
1. Education background/degree in Community development, Social work, or related field or equivalent work experience.
2. Minimum two years experience working with international development NGO, including direct experience in emergency response programming
3. Demonstrated ability with project implementation, including social mobilization, field assessments, beneficiary registration, vendor relations and monitoring and evaluation
4. Strong computer skills (MS Word, Excel, Outlook and Power Point)
5. Experience with capacity strengthening and partnership building.
6. Supervisory experience of field-based staff
7. Ability to work independently, but also coordinate effectively as part of a team
8. Ability to lead a team with a high level of respect for local culture
9. Strong analytical and organizational skills.
10. Professional written and spoken proficiency in French and Creole is required. English proficiency preferred.
11. Knowledge of Sphere emergency guidelines is preferred
