Background:
Based out of its Jérémie Office, Catholic Relief Services (CRS) Haiti Program will implement a new Emergency Food Security Project (EFSP) to address the rising food insecurity situation throughout rural Grande Anse. The proposal is designed to provide food aid/relief through a series of locally procured food distributions via traditional vouchers and a new innovative mobile phone voucher platform. EFSP staff will work alongside and in coordination with current Jérémie-based staff implementing projects in three main programmatic areas: Disaster Risk Reduction, HIV/AIDs programming, and a Multi Year Assistance Program (MYAP). These three programs comprise of thematic interventions that range from Rural Livelihoods, Health, Protection, Emergency Response and School Feeding. CRS implements projects through partner organizations in Grande Anse and continues to develop strategic relationships with local partners throughout the department.

Primary Responsibilities:
The Food Security Project Manager is a senior programming position within the EFSP. He/she will lead a process with CRS colleagues and partner staff to design and implement a high quality voucher/cash transfer program for the emergency food security project in the Grande Anse. The Food Security Project Manager is responsible for ensuring that all phases of project (program design, beneficiary selection, vendor selection, coordination with service providers, market day activities, monitoring & evaluation and reporting) are conducted in an effective, professional and transparent manner in close coordination with local partners, community leaders and other government officials. He/she will directly supervise the Voucher Project Officer and the Mobile Cash Transfer Project Officer, providing appropriate guidance and oversight as they coordinate field activities.
Specific Activities:
Lead CRS and partner staff to implement quality emergency response program activities, including:
Community Mobilization and Coordination
o Design and implement the social mobilization plan and introductory project presentations to be delivered in each of the communes
o Manage beneficiary selection activities with CPC’s and other CRS project staff according to the criteria set forth in project agreement
o Ensure regular communication and flow of project information to relevant government officials and local stakeholders
External Relations with Vendors, Mobile Cash Transfer and Banking Service Providers
o Present project objectives and criteria to potential participating vendors, mobile service providers and banking outlets; maintain a registry of potential partners and support vetting procedures
o Negotiate terms of agreement with all project partners and prepare contracts for review of Program Coordinator
o Coordinate logistics of distribution market days and serve as a problem solver and liaison between the mobile phone service provider and participating vendors and beneficiaries;
o Implement an efficient and effective mobile cash transfer system that is responsive to the needs of the beneficiaries and is well coordinated with vendors and service providers;
o Coordinate with the DMER Project Officer to report and follow up on complaints/feedback
o Ensure the Project Officers are providing requisite documentation and support to project accountants to guarantee accurate review and financial accountability
Project Implementation
o Manage the project team to implement an efficient and effective system that is responsive to the needs of the beneficiaries and is well coordinated with vendors and service providers
o Supervise and provide support to the Project Officers and Animators to arrange distribution procedures and conduct market redemption days
o Coordinate with local authorities and other partners to ensure protection of all participants, especially vulnerable groups, throughout the project period
Staff Management and Support
o Provide regular mentoring and on-the-job training to entire Program team
o Conduct coaching sessions & support professional development plans of the Project Officers
o Lead by example and ensure that new staff understand CRS values and mission
Reporting, Monitoring and Evaluation
o Ensure thorough and prompt reporting from partners and CRS project staff and assist the Program Coordinator with the completion of regular reports to the donor
o In cooperation with M&E and partner staff, support regular monitoring of project activities to measure effectiveness, efficiency and impact of the voucher project
o Support project accountability measures and community feedback mechanisms
Assist the Program Coordinator and be available to fulfill lead CRS representation role with government officials, community leaders, donors and other high level delegations
Support Program Coordinator with additional program quality activities as needed
Qualifications Requises
Required Skills and Qualifications
1. Education background/degree in Community development, Social work, or related field or equivalent work experience.
2. Minimum five years experience working with international development NGO, including direct experience in emergency response programming
3. Demonstrated ability with project implementation, including social mobilization, field assessments, beneficiary registration, vendor relations and monitoring and evaluation
4. Strong computer skills (MS Word, Excel, Outlook and Power Point)
5. Experience with capacity strengthening and partnership building.
6. Supervisory experience of field-based staff
7. Ability to work independently, but also coordinate effectively as part of a team
8. Ability to lead a team with a high level of respect for local culture
9. Strong analytical and organizational skills.
10. Professional written and spoken proficiency in French and Creole is required. English proficiency strongly preferred.
11. Knowledge of Sphere emergency guidelines is preferred
