Introduction
UMCOR (United Methodist Committee on Relief) is a USA based international development agency that provides long-term technical assistance to developing countries. After the January 2010 earthquake, UMCOR intends to help rebuild Haiti focusing its activities in Tabarre, Croix des Bouquets, Leogane and Port-au-Price in the program sectors of water and sanitation, shelter and livelihoods. UMCOR – Haiti is implementing a three year integrated program that targets interventions across its core sectors on sustainable development programs. UMCOR – Haiti works in coordination with national and international agencies based on ongoing needs assessment in consultations with the communities.
UMCOR- Haiti is currently seeking a national Procurement officer(PO). She/He will be based at UMCOR Haiti’s Port au Prince office.
The Procurement Officer (PO) will be required to work 40 hours per week, with flexible of working hours during the week. The Procurement Officer (PO) will implement UMCOR’s short and long term program of Haiti under guidance of the Operation Coordinator (OP).
Fonctions
• Reporting to the Operation Coordinator, the Procurement Officer will be responsible for procurement activities in the organization including ordering, delivery, storage and timely distribution of goods and services to the end-users.
• Ensure effective, transparent and timely procurements for all goods and services.
• Experiences and knowledge of bidding processes is a must.
• Furthermore, the officer will assist the Operations Coordinator for the development and review of procurement policies, plans, strategies, and procedures.
• The Procurement Officer might also provide the organization with technical advice on matters of procurement.
• Maintain up to date the legal vendor’s data base, based on the market survey.
• Sign all contracts of goods and services in the absence of the Operations Coordinator as per specific delegations of authority.
• Sit on the bid selection committee as replacement of the Operations Coordinator in his/her absence.
• Perform any other tasks as directed by the Operations Coordinator.
Qualifications Requises
• Minimum of Associate Degree in Supplies/Procurement Management and/or any related relevant field from a recognized institution;
• 3 to 5 years experience of working with NGOs, or other non-profit agencies in a similar position;
• Computer literate and extensive knowledge of software application;
• Very good verbal communication and good knowledge in oral and written English and French. Creole is an advantage;
• Skill in establishing and maintaining effective working relationship;
• Good interpersonal skills that demonstrate a proven record of being an effective part of a team-oriented staff;
• Ability to work effectively and independently in a cross-cultural environment with diverse personalities and working styles;
• Very good understanding and knowledge of Procurement management practices in Haiti, at least 3 years experience in similar roles;
• Demonstrate knowledge of market survey;
• Shown merit and ability in work performance and results.
