Introduction

Diakonie Katastrophenhilfe (DKH) is a German NGO active in Haiti since 2007. Its three main offices are located in Port-au-Prince, Jacmel et La Vallée. DKH`s head office is in Stuttgart (Germany), and a regional office for Latin America is based in Bogota (Colombia).

Since the earthquake of 12 January 2010, DKH brings integrated and sustainable solutions for disaster-affected communities, taking into consideration the pre-existing vulnerabilities as well as new priority needs.
Working with several local partners, DKH is currently running some 10 projects in the following sectors : 1) food security and DRR and 2) habitat (permanent and disaster-resistant houses) & Infrastructure.

Geographically wise, DKH focus the bulk of its interventions in the South-Ouest department in Jacmel, Bainet, La Vallée, Côte-de-Fer, Anse-à-Pitre, and Grand Gosier. A Food security project is also currently carried out in the North-West Department. The communes of Petit-Goave et Arcahaie, as well as the South Departement cold also be covered in the near future.


Fonctions

Partnership Management

1. To participate in the capacity appraisal of partners and in the preparation of MOUs including appropriate capacity building activities, and reporting templates.

2. To ensure that both DKH Haiti and its partners abide to their respective responsibilities as stipulated in the MOUs.

3. To revise narrative and financial reports prepared by partners or DKH Programme Managers before submission to the Director.

Accountability & Monitoring

4. To maintain a community-based approach and ensure that beneficiaries have a say in decision-making, monitoring and evaluation of the programme.


5. To take the lead on the design and implementation of DKH accountability framework.

6. To define a M&E plan for each projects, and ensure in a timely manner the compilation, quality and analysis of all monitoring & evaluation data.

Reporting to DKH Head office in Stuttgart, and donors

7. With the input and collaboration of other DKH senior staff and partners, to prepare the monthly narrative reports.

8. To revise the narrative reports to donors.

9. To supervise the technical team, planning the weekly/monthly workloads of each member of the team, and manage their performance to meet targets and maximise programme quality.

Representation and Advocacy

10. To develop and maintain positive working relationships with national and local authorities, international and national organisation.

11. To attend cluster meetings as required by the Programme Managers and Director.

Operational & Strategic Planning

12. As a member of the Senior Management Team, to participate in weekly meetings and in overall strategic planning for the Haiti response.


Qualifications Requises

• A BA in business, economics, international studies or related field.
• Substantial Experience in humanitarian, recovery and development program with INGOs or UN agencies in Haiti.
• Experience of designing and managing programs
• Significant experience of recruiting and supervising multifunctional teams, and a proven ability to provide support, guidance and training to local staff.
• Knowledge and experience of working with international donors, particularly DEC and other donors for emergency operations i.e. WFP.
• Communication and reporting skills (verbal and in writing).
• Co-operative and supportive team player in a cross-cultural environment.
• High level of proficiency in French, English and Creole is required.


Conditions particulières

• Knowledge of humanitarian standards and codes, including SPHERE.
• Experience managing complex and complicated activities with time sensitive deliverables in unstable environments.
