OVERALL RESPONSIBILITIES

The Laboratory Assistant provides general administrative support and follow up to the Program Associate for Laboratory Commodities Manager (PALCM) for the reinforcement of the lab commodities management system. He or she will be responsible to coordinate laboratory activities on the field and will liaise with the different HIV/AIDS partners involved in laboratory management (National laboratory, implementing partners etc.) in order to ensure laboratory commodities inventory management and rational use at the site level.

SPECIFIC RESPONSIBILITIES

1. Assist the Program Associate for Laboratory Commodities Manager (PALCM) in all the daily activities.

2. The lab assistant will be responsible for assuring that all PEPFAR supported sites are implementing and maintaining good laboratory commodities inventory management practices.

3. Provide technical expertise in laboratory product quantification and usage rate.

4. Provide support in the monitoring and evaluation of laboratory commodities, with an emphasis on rational usage at the site level.

5. Analyze methodologies used by PEPFAR supported sites to perform hematology, chemistry and other HIV/AIDS related routine tests in order to ensure the rational use of the laboratory commodities provided by SCMS.

6. Coordinate with the national laboratory and national training partners to ensure that all PEPFAR supported sites are able to use the laboratory commodities in accordance with the national norms and methodologies.

7. As requested, perform site assessments and conduct an analysis of the laboratory needs in terms of equipment, commodities, storage space and trainings. Provide recommendations and required actions prior to any delivery by SCMS.

8. Follow up on field visit reports by Supply Chain Monitors in collaboration with the PALCM, Senior Laboratory Supply Chain Monitor, and the staff from the National Laboratory, on all raised issues such as training and equipment maintenance.

9. In collaboration with the Senior Laboratory Supply Chain Monitor, assure that all sites (Palliative care, PMTCT, and ARV) receive their allocated stock and required technical assistance at least once per quarter.

10. Maintain an accurate listing and status of all lab equipment at each site.

11. In collaboration with the SCMS M&E Specialist, provide support in gathering of laboratory commodity consumption data, with an emphasis on data analysis and validation.

12. Actively assist in monitoring lab commodity stock levels and expiration dates to ensure their timely distribution from the warehouse.

13. Provide technical assistance, if needed, to PEPFAR sites in stock inventory management.

14. Participate in management and lab technical meetings as requested.

15. Help organize and participate in training activities in lab commodities management, including the use of basic MIS tools, at workshops or on location.

16. Prepare and submit monthly activity report to supervisor.

17. Assure respect of MSH moral values, administrative and financial norms and procedures.

18. Perform other duties as assigned.


Qualifications Requises

QUALIFICATIONS

1. College degree (or a combination of education and equivalent relevant experience) in laboratory technology.
2. At least 5 years of relevant field experience in technical support to local laboratories.
3. Excellent interpersonal skills and ability to work successfully in a team environment.
4. Demonstrated competence to handle a variety of activities with attention to detail and quality.
5. Good working knowledge of Microsoft applications such Word, Excel, PowerPoint, Outlook and experience in Internet research. Ability to adapt and learn other database programs as required (MACS).
6. Demonstrated ability to use discretion and good judgment. Ability to maintain a high level of professionalism, confidentiality and tactfulness.
7. French and English Fluency required with effective writing skills in both languages. Proficiency in Haitian Creole is preferred.
8. Ability to work under pressure and tight deadlines.
9. Ability and willingness to travel up to 40% of the time.
