Introduction



Assist the Security Manager in the planning, implementation and management of all aspects of CRS’ security and staff safety policies, reporting to the Security Manager, oversight of all matters relating to Security/Safety. The Deputy Security Manager will report regularly to the Security Manager and ensure that the Security Manager is fully apprised of the prevailing security environment. The Deputy Security Manager will assist the Security Manager to provide regular documented updates to be sent to regional staff and HQ.


Fonctions

SPECIFIC DUTIES / SPECIFIC RESPONSIBILITIES:

1. Leadership and Representation:
• Oversee, on behalf of the Security Manager, day to day security management of the CRS/Haiti offices.
• Serve as a key liaison with the HNP and at other NGO security discussions/meetings.
• Liaise continuously with the Security Manager to be current on CRS positions on issues being discussed in Haiti and to keep the Security Manager informed of the prevailing conditions in Haiti.
• Act as the security manager in the absence of the incumbent.

2. Security Management:
• Monitor the on-going security environment where CRS programs are impacted, and within the context of the overall security situation in Haiti.
• Assist the Security Manager in the development of proactive and responsive policies to protect CRS staff, assets and program in the field, including input to the regular revision of the FSP (field Security Plan).
• Work as a member of CRS' Emergency Response Team (ERT) as needed;
• Track all movement of CRS staff particularly around Port-au-Prince but also between Port-au-Prince and provinces.
• Ensure that all staff is aware of any changes in security status.
• Interface with staff and key contacts from other agencies to update the Haiti FSP (including references to operations in Les Cayes, Jeremie, Miragoâne, Gonaives, Port-de-Paix and Ouanaminthe).
• Assist the Security Manager to ensure that all staff have access to and have read and fully understood the FSP. Carry out regular assessments at the offices and in the field to ensure compliance.
• Oversee the guard services and regularly carry out visits to staff residence to ensure that guards are aware of their duties and are complying with standard operating procedures.
• Act as the focal point for initiating communication with staff regarding security incidents and any resulting actions to be taken.
• Provide technical support to any emergency programs and ensure that any specific Standard Operating Procedures are developed based on the context of the emergency and any specific threats that exist.
• Identify training needs and conduct security awareness training for CRS staff, including CRS security guards, .
• Assist the Security Manager by providing security and staff safety briefings to new CRS staff and visitors. Ensure that visitor briefing papers are up to date and include information about new program areas.
• Conduct basic Guard Training that would cover how to control and patrol perimeters, how to regulate guests, how to secure a property (for example: doors of vehicle are locked when parked at the office, control of foot traffic through gates, visitor log system) and responsibilities in terms of staff movement in and out of the premises.

3. Telecommunications:
• Ensure that security related telecommunication equipment is fully functional (Radio Communication & Satphones).
• Assess country program needs and make recommendations to the supervisor
• Train staff in the use of telecommunication equipment and communication protocols.

4. Communications / Reporting Requirements:
• Advise the Security Manager and provide any recommendation that arise from regular security assessments and provide monthly status reports with regards to both security and telecommunications.
• Remain in contact regularly with staff in offices outside of Port-au-Prince.
• Develop active network to obtain and report on the day-to-day security situation.
• Include information in Strips and use information to ensure personal security and that of CRS Staff visits.

5. Supervision:
• Supervise directly the CRS Security Guard Supervisor and monitor the performance of private contracted guard’s services.

KEY RELATIONSHIP

Internal: Security Manager, Country Representative, Deputy Country Representative, Operations, DCR/Programs, admin, finance and program heads.

External: Local and international NGO security focal points, Partners, Donors, HNP, and other relevant government and private security entities.

Qualifications Requises

QUALIFICATIONS
1. Bachelor degree or equivalent in a management field.
2. Formal technical training in security/communications is a plus.
3. Work experience in security-related work;
4. Experience managing staff.
5. Experience in the management of human and other resources.
6. Fluency in English and French with good English writing skills
7. Experience working in detailed, delicate situations with local partners
8. Demonstrated ability to transfer knowledge through formal and informal training.
9. Excellent interpersonal and negotiating skills.
