Introduction

As part of the area management team of a Disaster Management Team (DMT), to be responsible for the overall coordination, management and implementation of livelihood project activities in Haiti, including cash for work, seed distribution and recapitalisation grants as delegated by the Area Coordinator.


Fonctions

• Participate with the DMT management team in developing the country strategy and associated programme implementation plans / budgets.
• Assist in communicating mission, purpose, strategic goals and programme objectives among project staff to create mutual understanding and ownership.
• Undertake all activities in accordance with internal management systems, operating procedures and policies, and monitor field-based work to maintain compliance.
• Monitor the humanitarian situation in the project area, making detailed reports with recommendations to the management team regarding community needs, vulnerabilities / capacities and appropriate responses.
• Supervise and undertake participatory needs / vulnerability & capacities assessments of affected communities, ensuring active participation from beneficiaries.
• In collaboration with community representative, undertake detailed analysis and design appropriate project interventions to meet identified needs and strengthen local capacities.
• Participate in project evaluations and assist in the analysis of results to assess project impact and effective use of resources..
• Manage detailed project budgets in fulfilment of specified activities, outputs and objectives.
• Ensure project monthly cash flow forecasts are prepared and forwarded to the Finance Manager.
• In conjunction with the Finance Manager, ensure financial management is undertaken with standard financial systems and policies.
• Provide leadership and support to project team to ensure effective management and timely implementation of work plans and budgets.
• Provide supervision, guidance and monitoring.
• Ensure that project staff understands their individual and collective responsibilities for safety and well being.
• Conduct exit interviews, disciplinary and grievance procedures as required.


Qualifications Requises

• Degree or equivalent in relevant sector: degree in economics, community development or business management.
• Degree or proven equivalent written, numeracy and analytical skills
• Excellent English, French, and Creole written and verbal communication skills.
• Good understanding of development issues and how policy may impact poor people
• Proven experience in: People management, project implementation, proposal & report writing, strategic planning, implementing agriculture projects and Cash for Work.
• Working to corporate systems, policies and practices
• Working to SPHERE Standards, People In Aid and Red Cross Codes of Conduct.
• Proven experience in: Microfinance, knowledge of farming practices in Leogane and Gressier communes.
