Introduction
The purpose of this position is to oversee and support the activities of the Learning and Development unit in coordination with the HR Coordinator. The incumbent performs a range of functions related to learning and Development needs assessment, planning, implementation and evaluation of the activities in support of the deveopment staff.
Fonctions
1. Ensure development of learning and Development packages and activities including production, dissemination and review of the learning and development materials.
2. Plan and ensure effective implementation and evaluation for all major training activities such as IMPACT, Induction, Code of Conduct, Team building, Movement Coordination, stress management, language lessons and outplacemet activties;
3. Conduct needs analysis and budget for the learning activities;
4. Liaise closely with Geneva Learning & Development Manager for ongoing technical advice and on major training such as IMPACT and e-learning platform learning activities;
5. Ensure cooperation wit IFRC onb all major courses such as IMPACT and Movement Coordnation workshops;
6. Advise staff and PNSs, HRCS, ICRC on matters related to the learning and Development training programmes and activities;
7. Ensure effective implementation of all cultural briefings for new delegates and national staff;
8. Ensure efficient preparation of all contracts, payments, and requisitions for learning and Development activities;
8. Establish and maintain prodcutive parthnerships with internal and external clients by gaining their trusts and respect;
9. Ensure Learning & Development database is maintained;
10. Track and manage training activities on WORC, Code of Conduct and Security and other related courses on e-learning platform and adequate support is provided to all staff;
11. Provide technical training and support to all staff on the Federation e-learning performance management as well as Ms Word based performance appraisal tool for national staff;
12. Supervise learning and development assistant on administrative and logistical activities ofteh unit;
13. Prepare summary analysis and performance appraisal cycle and general reports for the unit.
Qualifications Requises
1. Five (5) years of professional experience in managing learning and development activities;
2. 3 years of professional experience in training environment;
3. Red Cross vounteering experience;
4. Coaching and mentoring experience;
5. Fluent in English, French and Creole (spoken and written);
6. Experience in managing staff and management skills;
7. Social and Communication skills, coaching and facilitation skills;
8. Committed to self training and development;
9. Interpersonal skills ad service mindedness essential;
10. Ability to work independently with a high degree of responsibility and minimal supervision;
11. Ability to identify priority activities and assignments and to appropriately monitor and adjust plans and actions;
12. Teamwork and ability to establish and maintain effective working relationships with people of different nationalities and cultural backgrounds with sensitivity and respect for diversity;
13. Ability to identify cleint’s needs and accommodate them
