Introduction

Deputy Chief of Party , Job Code: HT-DCOP-09-11 Tetra Tech DPK (Tt DPK) seeks a Deputy Chief of Party (DCOP) for a USAID-funded rule of law project in Haiti. Candidates must be fluent in spoken and written French and English and have specific experience working on USAID-funded projects.

Project Overview
PROJUSTICE is a rule of law project in Haiti funded by USAID and implemented by Tetra Tech DPK. PROJUSTICE also implements a grant from the International Organization for Migration (IOM) and the Haiti Stabilization Initiative (HSI), operating a Kay Jistis (house of justice) in Martissant to provide free legal assistance to indigent people, support to victims of crime, mediation training, and civic legal.


Fonctions

- Serve a member of the PROJUSTICE management team and ensure the effective implementation of project activities as required under the work plan and Tt DPK contract with USAID, and the grant with IOM/HSI, and establish and maintain clear lines of communication with project staff
- Supervise the implementation of all project activities
- As assigned by the COP, assist in technical oversight of project and serve as point of contact with the Haitian Government, justice system, and civil society on issues that are within the project’s Scope of Work
- Coordinate activities between the various components of the project to ensure that they are integrated and complementary
- Ensure operational efficiency of the PROJUSTICE team and adherence to contractual requirements and timelines, focusing primarily on the overall administrative management of the project
- Assist with operational details, personnel, financial, and administrative issues
- Help monitor progress against the work plan in all areas of the project
- Together with the COP, work with the Monitoring & Evaluation Coordinator to keep track of the project’s Performance Monitoring Plan (PMP)
- Oversee the budget management of the project with the COP, and Finance and Administration Manager
- Ensure the drafting, editing, and timely submission to the home office and the clients of weekly, monthly, quarterly, annual, inventory, and PMP reports, ensuring appropriate inputs from local staff and/or international consultants
- Edit consultant reports and other technical project deliverables in accordance with the Tt DPK style manual
- Ensure that project success stories are submitted to the Tt DPK home office within 5 days of event occurrence
- Act as a COP in the absence of or as designated by the COP
- Other duties as assigned by the COP


Qualifications Requises

- 5 years of experience as a DCOP for justice sector programs
- Degree in law, public administration, international development, or related field
- Strong background in the management and implementation of US government-funded programs
- Demonstrated reporting, writing, communication, and relationship management skills
- Proven ability to develop and work within approved work plans and meet goals within agreed timeframes
- Living and working experience in a post-conflict or other challenging environment
- Fluency in spoken and written English and French
- Management and implementation of rule of law, justice sector, or civil society programs desirable
