Job Summary:
The Sponsorship Education Program Manager (EM) is responsible for the management and delivery of results in Save the Children’s Education program in Maissade and Dessalines. The EM will facilitate the development, implementation and monitoring of education activities and ensure that all education activities contribute to achieving the overall strategic goals of Save the Children. The EM will manage the education budget for the location and ensure that program activities are carried out in an efficient and timely manner and up to a high standard. The EM will provide timely feedback on program progress, challenges, gaps and lessons learned. The EM will be responsible for effective cross-sector linkages and to develop and maintain good working relationships with local partners, other INGOs, local Ministry of Education representatives and local representatives of the UN.

Duties and Responsibilities:
Leadership and management
 Lead, manage and motivate the program teams in Maissade and Dessalines.
 Work closely with department and zonal leadership, and with international, national and local partner organizations.
 Provide technical oversight as education resource person in Maissade and Dessalines and attend meetings with national partners, other agencies and local Ministry of Education representatives.
 Ensure timely planning, troubleshooting, follow up, monitoring and reporting.
 Recruit and supervise staff; conduct regular and appropriate capacity building activities for staff.
Program and Grant Management
 Set up clear program management systems with the education team, developing clear targets and activity plans per school or zone/district/department with appropriate reporting and communication.
 Identify, troubleshoot and resolve promptly staff issues, implementation delays, or problems with partners.
 Manage the interface between the field teams and technical advisor teams.
 Produce timely reports for internal and external use.
 In coordination with the Program Director, the Education Advisor and the SMT, take responsibility for the development and reporting for the yearly CAP as well as contribute to the development of the PSP development and monitoring.
 Liaise on a daily basis with the Sponsorship Manager, Dessalines/Maissade Field Director, Finance, Logistics and Administration to guarantee the smooth running of programs.
Program development
 Participate in the continuous assessment of mid and long term education needs and ensure that this is appropriately reflected in sectoral meetings.
 Work with Education Advisor and colleagues from SCiH education team and other sectors to ensure regular coordination at strategic and programmatic level, developing programmatic synergy.
 Together with other team members, children and community members, identify program gaps and ensure appropriate action is taken.
Monitoring and Evaluation
 Develop M&E plan with the support of Education Advisor and M&E specialist and use M&E plan, including feedback mechanisms to track progress and improve program quality
 Ensure clear plans in place for monitoring and evaluating project activities in relation to the objectives and that lesson learnt are shared and capitalized on.
 Ensure that projects are monitored regularly, and that data is collected and processed on a weekly, monthly and quarterly basis.
 Regularly visit project sites to ensure that teams are appropriately supported.


Qualifications Requises

Qualifications and Experience
• 5 years practical experience in the education sector, preferably in developing countries.
• Commitment to Save the Children Child Protection Policy.
• Commitment to and understanding of Save the Children aims, values and principles.
• Resilience and ability to work independently.
• Willingness to work and travel regularly in provincial areas.
• Ability to conceptualize, develop, plan and manage programs that include curricula and materials design/adaptation, teacher mobilization and training, monitoring strategies and project evaluation.
• Substantial team management and capacity-building skills and experience.
• Ability to represent Save the Children and maintain good relations with partner local NGOs, UN organizations, international and local NGOs and Government authorities.
• Ability to express empathy for local culture and traumatized individuals and communities.
• Ability to establish and maintain effective working relations with people of different cultural backgrounds.
• Skills and experience in project/program planning, monitoring, review and evaluation.
• Budget development and financial monitoring skills.
• Proposal development skills a plus.
• Strong communication, interpersonal, representation and negotiation skills.
