Catholic Medical Mission Board, Inc., (CMMB), the leading faith-based global healthcare NGO, is expanding operations in Haiti to support new program opportunities. The organization has been involved with healthcare in Haiti for nearly 100 years. With offices in New York, Washington, D.C and field offices around the world CMMB is poised to add additional talented professionals to the existing staff in Port-Au-Prince.


Fonctions

The Finance and Compliance Manager will be responsible for overall financial and compliance oversight for an HIV/AIDS program in HIV prevention, care and treatment to a network of faith based hospitals. The Finance and Compliance Manager will work with the project team, and partners to identify and address facility-level capacity gaps in financial management and compliance. The Finance and Compliance Manager will serve as the overall point person for donor grant financial reporting and compliance. S/he will work with finance team members and program staff to provide financial and compliance capacity building at faith-based affiliated sites.

Responsibilities:
• Provides overall guidance and supervision on budget spending for project
• Coordinates funds disbursement process among partners, sites and CMMB
• Develops training modules for strengthening financial management capacity of partners.
• Supports the development and implementation of organizational policies and procedures
• Participates in the review and updating of Compliance management tools
• Reviews and revises Sub agreement approval documents
• Coordinates relevant trainings in the field of accountancy and ensures systematic M&E
• Ensures liquidation reports are prepared for the faith-based affiliated sites in the region.
• Ensures regular visits to the sites are done to monitor their financial performance.
• Prepares financial reports on a monthly, quarterly and annual basis
• Oversees follow-ups with the sites on monthly financial liquidation status
• Oversees investigative procedures in cases where there is a violation of procedures, policies, rules or regulations among project sites and partners
• Provides reviews and carries out evaluation of compliance activities


Qualifications Requises

• Certified Public Accountant
• Knowledge of donor practices and USG accounting for grants and/or cooperative agreements (USAID/CDC) or other relevant field preferred.
• Prior experience supervising finance staff for complex, multi-year programs
• Experience working on USG and other donor-funded programs
• Exceptional problem solving, analytical and interpersonal skills required.
• Demonstrated analytical skills to identify cost-effective practices within projects.
• Experience in training personnel on financial management in the health sector
• Advanced Word, Excel and PowerPoint skills.
• Fluency in French, Creole and English
