Introduction

The water, Sanitation and Hygiene (WASH) Manager will have overall responsibility for the planning, management, operation, coordination and regular monitoring of WASH project(s) to ensure smooth implementation of the WASH and hygiene promotion project activities including development, implementation, monitoring and evaluation as well as strengthening the technical capacities of the project team members. This includes ensuring effective procurement and distribution procedures, WASH budget management, logistics and warehousing systems that meet CARE’s supply chain procedures and donor requirements. The WASH Manager will ensure that the Project and activities are executed according to generally accepted international humanitarian standards


Fonctions

1. Technical

• Carry out a technical assessment to establish the specific aspects of construction, repair and rehabilitation of water and sanitation systems in target locations and prepare strategies for corrective action.
• Carry out water quality analysis and train local staff in water quality monitoring. This includes developing regular water quality monitoring schedules and keep records of water quality surveillance of all water points in the taret locations.
• Prepare a training programme and conduct training for community /village based pump-mechanics on installation of pumps for newly dug wells.
• Provide technical support to other project staff in the implementation of the project including ensuring a well integrated hygiene awareness and promotion component that will ensure community mobilization and involvement for sustainability.
• Train and mentor Hygiene Promoters and Field Officers to carry-out hygiene promotion campaigns, ensuring that WASH and hygiene promotion strategies conform to international standards and donor requirements.

2. Management

• Help to recruit and maintain a project WASH team, ensuring their roles are clearly defined and they are supervised on regular basis to achieve project objectives.
• Work closely with logistics and procurement on all necessary items and materials for projects including ensuring a transparent process of procurement and tendering of all materials and services related to the WASH project.
• Develop an overall activity implementation time frame plan for all WASH project activities and ensure the plan is followed and activities accomplished within the overall programme timeframe.
• Coordinate and monitor project implementation and ensure timely implementation of all WASH activities, providing timely feedback to management on key issues that may affect critical project timelines.
• Provide and facilitate WASH technical direction, including training and capacity building of the WASH team.
• Write and compile high quality narrative and technical reports of the WASH project and submit these to the WASH Coordinator on a monthly basis and as per donor reporting schedules.
• Ensure the smooth daily operations of the water, sanitation and hygiene project.
• Manage water and sanitation program budget within agreed financial procedures in conjunction with the Finance department.

3. Training and Capacity building

• Provide supervision, training, capacity building, technical support and guidance to CARE and partner staff on the planning, implementation and management of the water, sanitation and hygiene project.
• Assess training and capacity development needs of WASH project staff and develop relevant training programmes to meet these needs ;
• Ensure the establishment, implementation and strengthening of the WASH project monitoring activities for effective reporting on key project indicators.
• Support partners to strengthen technical capacity accountability mechanisms in-line with CARE’s Accountability Framework.

4. Coordination/ Representation

• Develop, nurture and sustain relationships with relevant stakeholders including local government and ministries, donors, NGOs and other agencies working in zone of project intervention.
• Represent CARE in relevant sector clusters or other coordination mechanisms, including humanitarian preparedness and response group meetings.
• Promote learning based on project objectives and activities and ensure documentation and sharing of learning with all stakeholders.
• Accompany CARE visitors to the field sites and help with practical matters in planning such visits.
• Comply with CARE policies, practices and security procedures and behave at all times in a manner which positively promotes CARE and its work, and actively maintain CARE acceptance within Haïti.
• Coordinate with other NGOs in the region to ensure sharing of knowledge and resources and develop relationships with project partners and key stakeholders in project implementation.
• Actively engage local actors, assessing their capacity, uderstanding their missions plans, exploring areas for possible collaboration and partnership.

5. Information and Knowledge Management

• Ensure regular tracking of WASH programme expenditure and budget review to enable monthly reporting to CARE and allow for timely replenishment of funds.
• Keep the WASH Coordinator informed on progress of planned activity and any difficulties or interruption to implementation that may arise.
• Produce high quality reports for CARE and donors within agreed reporting schedules and as required.
• Document programme learning, ensuring it is fed into programme evaluation and review,working in close collaboration with CARE monitoring and evaluation team.
• Liaise with CARE staff to ensure that the programme is well understood, and that information is available for publications, briefings, fundraising, etc.
• Support the development of funding proposals as appropriate.
• In addition to these specific duties, the WASH Manager may be expected to undertake other tasks, as requested by CARE to ensure effective delivery of the programme and the maintenance of CARE policies and procedures.


Qualifications Requises

6. Education

• Degree in Water/Sanitation or Civil engineering or related qualification.
• Further qualification in Water/Sanitation or civil engineering – Preferred.

7. Experience

• Minimum 3 years working Water, Sanitation and Hygiene experience in a less developing country.
• Experience of working for a humanitarian organisation and/or the Red Cross/Red Crescent Movement – Preferred – previous experience with CARE is an added advantage.
• Experience in working in both emergency and developmental contexts and engaging effectively with beneficiaries especially women and children and other vulnerable groups-Preferred.
• Experience of project planning & budgeting, supervision and management to include monitoring and evaluation.
• Experience of producing narrative & financial reports.

8. Languages

• Strong command of French.
• Knowledge of English Language.
