Introduction

WASH Coordinator is responsible for the overall management and leadership of the WASH sector within CARE’s emergency response and a long-term development. Focusing on the sector development and strategy adherence, s/he will closely coordinate with other program team members end CARE staff to ensure integrated proposal development, action planning and implementation of the response in CARE target areas. CARE is striving to shift towards the expected to liaise with other respective sectors to ensure coherence and synergy of actions. Depending on the emerging context and needs, WASH may need to take a very active role in technical support, advocacy and coordination with national and local WASH cluster members, as well as other technical agencies to the sector.


Fonctions

Job Responsibility #1
Program Design, Strategy alignment and integration
• Lead water, sanitation and hygiene sectoral assessments integrating other sector needs and feeding the information for the proposal development.

• Keep abreast of emerging programmatic issues and continuously conduct mapping of in-country resources (human, material and financial) for proper response planning and execution.


• Strategy alignment and support to shift the sector from emergency response to early recover to longer-term development.

• Considering the integrated program design select and mainstream the most appropriate form of the sanitation system (including excreta disposal, vector control, solid waste disposal, drainage) taking full account of local conditions, resources customs and cultural norms.


• Oversee the selection and design of water systems including source selection (ground water, surface water), abstraction, storage, treatment and distribution for new systems and/or the rehabilitation of old systems.

• Select and design, in collaboration with other actors a suitable hygiene promotion strategy.


• Ensure that issues of protection, gender, livelihoods, DRR and environmental impact, operation, maintenance and sustainability are factored into the program design.

• Ensure SPHERE and other humanitarian standards (both qualitative and quantitative) are considered as part of the program design and implementation.

Job Responsibility #2
Response Management and Implementation
• Pan and manage WASH programme in phased and prioritized manner with full consultation and coordination with CARE staff and other agencies both governmental and non-governmental.

• Ensure gender is fully considered throughout the project cycle with women being enabled to influence decision-making around WASH issues

• Organized with the Program Support team materials and support needed for all activities.


• Design and develop appropriate supervisory, monitoring and evaluation systems for WASH interventions (including budget burn rate monitoring).




Job Responsibility #3
Information Management, Coordination and Fundraising

• Provide regular updates to the program team on the progress, priorities and constraints – verbally and in writing;

• Represent CARE to the Governmental and non-governmental groups as needed;


• Represent CARE in WASH cluster activities and keep abreast of developments as well as position CARE as the leading agency in WASH response;

• Fundraising forms an integral part of the WASH Manager’s responsibilities. As such s/he is expected to foster continued relationships with donors and seek out funding opportunities in collaboration with the Resource Mobilization Manager.



Job Responsibility #4
Human Resources and Administration

• Coordinate and/or implement training and briefing of CARE staff on WASH issues;

• Oversee and provide guidance, coaching and mentoring to the wash project managers;

• Keep track of and timely submit documents related to the supervisee as leave requests, separation checklists and other documents as required by the HQ

• Provide appraisals and evaluations of the subordinates.











Qualifications Requises

Required
• 8+ years of international humanitarian project management related experience in emergency and/or development water, Sanitation and Hygiene project management.
Desired
• Knowledge of CARE policies and procedures (preferred), SPHERE and Red Cross / NGO code of conduct.
• General finance and Administration experience.
• Information management and telecommunication skills as well as proficiency in information technology / computer utilization.
• 5 years of NGO experience with at least 3 years in leading WASH sector and/or expertise in emergency and development programs including WASH sector approaches.
• Degree in Environmental Health Engineering or relevant WASH specializations required, postgraduate or master’s degree is an advantage.
• Fluent knowledge of English is a must, knowledge of French highly desirable. Knowledge of creole will be an added value.
Technical skills
Required
• Project Management, including budget management and strong report writing skills. Functional French and English language skills are essential. Significant supervisory experience. Good administration, finance, human resources, logistic experience.
Desired
• Strong fundraising experience with a number of donors (i.e. ECHO, USAID, IADB, WB, ect).

 People skills: ability to work independently and as a team player, demonstrating leadership and supporting/training local and international staff; ability to work with the disaster affected communities in a sensitive and a participatory manner.
 Communication skills: well developed written and oral communication skills. Able to communication clearly and sensitively with internal and external stakeholders as a representative of CARE. This includes effective negotiation and representation skills.
 Integrity: Work with trustworthiness and integrity as well as have a clear commitment to CARE’s core values and humanitarian principles.
 Resilience/Adaptability and flexibility: Ability to operate effectively under extreme and circumstances including stress, high security risks and harsh living conditions. Work and live with a flexible, adaptable and resilient manner.
 Awareness and sensitivity of self and others: Demonstrate awareness and sensitivity to gender and diversity. Have experience and the ability to live and work in a diverse cultural context in an appropriate manner.
 Work style: Well planned and organized even within a fluid working environment and have a capacity for initiative and decision making with competent analytical and problem solving skills.
