Introduction

UMCOR (United Methodist Committee on Relief) is a USA based international development agency that provides long-term technical assistance to developing countries. After the January 2010 earthquake, UMCOR intends to help rebuild Haiti focusing its activities in Tabarre, Croix des Bouquets and Port-au-Price in the program sectors of water and sanitation, shelter and livelihoods. UMCOR – Haiti proposes to implement a three year integrated program that targets short-term emergency interventions across its core sectors with a view to transitioning to longer-term sustainable development programs. UMCOR – Haiti works in coordination with national and international agencies based on ongoing needs assessment in consultations with the communities.

UMCOR- Haiti is currently seeking national candidates for the following positions: - One Wash Program Manager - One Wash Program Officer She/he will be based at UMCOR Haiti’s Port au Prince office.

The Wash Program Manager and the Program Officer will be required to work 40 hours per week, with flexible of working hours during the week. The two professionals, will implement UMCOR’s short and long term Wash Program in selected field areas of Haiti under guidance of the Wash Coordinator.


Fonctions

Water, Sanitation, and Hygiene (WASH) Manager
Responsibilities and duties are, but not limited to, the following:

1. Implement effectively and within time and budget WASH programe as per the project proposals and project requirements.
2. Liaise directly with all implementing NGOs, donors, and national and international authorities in order to coordinate and integrate the project within the general framework of programes in Haiti.
3. Attend regularly coordination and cluster meetings in French and English.
4. Develop and review project designs to ensure compliance with relevant standards, procedures, and codes.
5. Ensure accurate monitoring, evaluation, and costing reports.
6. Ensure that accurate and detailed records of project matters are formulated and kept.
7. Supervise and manage effectively the daily activities of project staff.
8. Ensure as far as possible the security of the project, of staff, and of equipments.
9. In coordination and cooperation with the WASH Coordinator proactively identify beneficiary and institutional needs, identify and approach potential donors, formulate and write concept papers and project proposals and access funding.
10. Supervise project leaders to ensure completion of projects within the timeframe and budget.
11. Coordinate with beneficiary leaders to ensure community participation and ownership.
12. Provide all necessary purchase needs to the Procurement Manager.
13. Train, supervise and evaluate the performance of WASH program staff.
14. Identify beneficiary leaders and organize assessment and training groups.
15. Actively participate and provide strategic guidance concerning the development, planning and implementation of WASH projects, including developing implementation strategies for each planned project activity.
16. Provide on-site technical assistance to field and project staff and self-help project beneficiaries during the process of implementation, including management of construction activities.
17. Prepare and submit monthly, quarterly and final reports for UMCOR-NGO and donors.
18. Review and monitor (and submit when appropriate) monthly project expenditures submitted and/or prepared by/to the Finance Department and monitor and track budgets and monthly project expenditures.
19. Alert the WASH Coordinator to any instances that have the potential for a negative impact on the implementation of grants or compliance with their terms.
20. Take overall responsibility for achieving project objectives and adhereing to the proposal and donor requirements.

Qualifications Requises

Prefer a university degree, in Environmental Engineering, Civil Engineering, and realted areas.
Prefer someone with a good knowledge of the Port-au-Prince area.
Must be able to work with municipal officials and NGO officers.
Must be detail oriented.
Must have good English language skills. French and Creaole prefered.
Must be able to follow directions and work schedules.
Must have experience on implementing projects in field coordination.
Must have experience in budgeting for new projects
Must have experience in project proposals writing.
