Fonctions
Job Summary:
The Safer Construction /DRR Manager will manage Save the Children’s construction and DRR program at field level. The program may range from emergency distribution of shelter and NFI materials to providing technical support and management to DRR programming, or support (Manage) to construction works in Education, Child Protection or Health.
Duties and Responsibilities:
• Overall planning, management and implementation of the construction /rehabilitataion / reconstruction activities for sectors such as health and education.
• Approve appropriateness of construction site and method. Coordinate with Field Engineers, sector heads, and community mobilizers.
• Supervise and monitor health and education construction/erection and retrofitting activities for quality control.
• Ensure that structures are build as per specification and drawings and on solid level land that is most conducive to the building quality.
• Extensive travel to construction sites.
• Work out the material and human resources requirement for erection, retrofitting and construction.
• Manage contracts with contractors for school construction and small contractors for small works as needed.
• Provide technical advice to community mobilizers to design and deliver trainings on the following activities: safer reconstruction (Build Back Better); Disaster Risk Reduction principles and techniques applicable to community's context; sustainable, hazard-resistant shelter solutions.
• Develop vulnerability assessment tools and retrofitting technique and transfer knowledge through retrofitting of school process.
• Ensure that training on how to properly use NFIs is delivered to communities receiving NFIs.
• Report to Donors and SC programs on NFI distributions, training activities, and reconstruction activities.
• Collect daily progress reports and consolidate into weekly report of progress against schedule. Keep management informed in progress and obstacle to on time completion quality.
Qualifications Requises
Qualifications and Experience
• Bachelor’s Degree; Graduate degree preferred in Construction.
• Minimum 5 years experience in developing and management of reconstruction projects
• Community based management of acute malnutrition essential.
• Experienced in on-site supervision, project management and construction administration
• Experience in timber / steel construction, prefab and retrofitting
• Experience developing and delivering community-level trainings on DRR or reconstruction techniques
• Experience in assessment, planning, implementation, developing bill of quantities and specifications
• Fluency in written and spoken English and, preferably French/Haitian Creole.
• Literate in computer MS Words and Excel.
• Excellent Communication skills.
• Commitment to and understanding of Save the Children’s aims, values and principles.
