Introduction


Fonctions

1. Directly manages staff of four (4) zonal coordinators for FTR. Participate and actively contributes to the work of the Child-Protection sub-cluster Working Group on FTR.
2. Disseminate protocols and ensure all FTR procedures are respected and equally implemented and applied across departments. Keep project staff and partners updated on changes in FTR protocols and procedures.
3. Assess staff and partners learning needs/gaps on FTR. Delivers and/or organize trainings on FTR for staff and partners.
4. Designs, prepares, implements, monitors and evaluates assigned project. Analyzes and evaluates data to ensure achievement of objectives and/or takes corrective action when necessary to meet program/project objectives.
5. Undertakes field visits to monitor project(s) as well as conducts periodic project(s) reviews with country program counterparts and other partners. Proposes and/or undertakes action on operational procedures affecting project management and implementation.
6. Provides technical advice and assistance to government officials and other partners in the planning, implementation, monitoring and evaluation of program/project(s).
7. Contributes to the development and/or introduction of new approaches, methods and practices in project management and evaluation.
8. Ensure effective start up, management, implementation, monitoring, reporting and evaluation of funded proposals.
9. Provide support and guidance to staff and implementing partners.
10. Recruit and orient new staff as needed.
11. Upon requests and as appropriate represent CRS at coordination and cluster meetings, and with local government, donors, UN and other NGOs.
12. Ensure standards of CRS and SPHERE are strictly adhered to.
13. Contributes or develop fact sheets as needed on relevant child protection issues affecting children to be used for advocacy, media, fundraising; and contribute to situation reports and donor reports.
14. Builds on the existing strengths of local communities and partners.
15. Ensure legitimate representation of the target population and that they are represented throughout the planning, implementation and evaluation of activities


Qualifications Requises

1. Advanced university degree in Law, Social Sciences, or related technical field. Knowledge and understanding of human rights instruments and procedures especially in the area of child protection.
2. Two years of progressively responsible professional work experience in the area of child protection, child rights monitoring & reporting, children without parental care in particular, at the national and international levels in project management, monitoring and evaluation, in a related field.
3. Previous work experience in child protection in both complex emergencies and/or post-conflict situations;
4. Strong organizational skills and ability to manage local staff;
5. Demonstrated ability to handle sensitive situations diplomatically;
6. Demonstrated ability to write concise, analytical and well-argued reports;
7. Demonstrated training skills;
8. Ability to multi-task, handle pressure well, and improvise; flexibility; adaptability to Leadership and teamwork abilities
9. Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships, both within and outside the organization
10. Knowledge of CRS policies and practices, preferred.
11. Professional proficiency in French and Creole, strongly preferred. English proficiency required.
12. Strong communications (verbal and written) abilities
