Introduction

The Country Representative serves as the full-time representative of CWS in Haiti, supporting local partners and programs and developing initiatives that reduce poverty and hunger and improve the quality of life in Haiti.

The Country Representative will support earthquake-response programs, as well as long-term development programs, and will be supervised by the Earthquake Response Coordinator. The Country Representative will be an independent, highly self-motivated individual who will accomplish these goals through active participation in local events, extensive field work, and strategic initiatives.

Church World Service is an international NGO supported by churches in the United States, and has been working in Haiti for over 50 years. Since the 2010 earthquake, CWS established a Haiti office with 2-3 employees. Working through five local Haitian partners, CWS is managing over a dozen projects focused on the areas of children, agriculture, people with disabilities and housing.

CWS and its employees do not represent a church or proselytize.


Fonctions

Relationships and Representation
• Maintain relationships with CWS partners, including local Haitian partner organizations and ACT Alliance members in Haiti
• Accompany local Haitian partner organizations through monthly in-person monitoring and evaluation visits
• Develop relationships with appropriate NGOs, civil society groups, UN agencies and US government, as needed.
• Maintain and advance relationships with Haitian government ministries
• Develop relationships with potential new local Haitian partner organizations
• Represent CWS at meetings in Haiti, including those with government, ACT Alliance and “cluster” meetings
• Represent CWS at regional/international meetings as necessary
• Travel throughout Haiti on a regular basis to monitor work

Program Development and Management
• Provide oversight of all CWS programs and operations in Haiti
• Work with local partners and other ACT Alliance agencies to develop, adapt or create new programs to address new and/or emerging needs
• Support partners in the strengthening and deepening of their programs
• Help partners make links with other agencies and funders that could enhance their work
• Ensure that program goals are met and reporting is completed in a timely manner
• Work with local implementing partners to comply with CWS and donors reporting, monitoring, evaluation and audit protocols and requirements
• Initiate capacity-building efforts to strengthen local partners and ensure their long-term sustainability

Communications and Program Interpretation
• Provide information to CWS and donors about programs impact and success
• Collect photos, stories and videos for use in media
• Manage and organize visits to Haiti of donors and supporters of CWS
• Meet with local Haitian and international media when necessary

Resource Development
• Assist CWS in identifying and pursuing potential funding opportunities, such as US government and other resources

Human Resources
• Oversee one or two other CWS staff in Haiti, including contractors and consultants
• Ensure the safety and security of CWS staff and visitors in Haiti through utilization of security guidelines and real-time decision-making
• Maintain good staff morale and value role of staff care
• Support opportunities for staff training and development
• Ensure CWS staff and partners in-country are informed of key agency directions, strategies and policies.

Office Management and Compliance
• Ensure that all laws and regulations pertaining to NGO work in Haiti are followed, and provide necessary reports to local government
• Assist with financial reporting of local partners
• Manage use of funds for CWS operational and office costs
• Ensure the proper use and maintenance of CWS assets in Haiti, including vehicle and office equipment
• Purchase necessary office supplies and equipment

Liaison with CWS LAC
• Write regular reports detailing activities
• Participate in weekly staff meetings and occasional regional meetings

Other
• Know and follow all HQ guidelines, protocols, and procedures relevant to responsibilities.
• Translate documents addressed to and emanating from CWS as necessary to facilitate planning and communications.
• Perform other duties and activities as deemed necessary.


Qualifications Requises

1. Minimum five years experience in management of development and/or humanitarian programs, demonstrating progressive management responsibility
2. Working knowledge of one or more of the following areas: children, agriculture, people with disabilities.
3. Experience working with local NGOs in program development, implementation, and monitoring
4. Exceptional integrity, professionalism and commitment to service
5. Strong leadership skills, transparency and responsibility
6. Self-motivation, willingness to learn, and to be part of a team
7. Excellent analysis and problem-solving skills
8. Strong communication skills, including public speaking and presentations to groups and visiting delegations
9. Understanding of the local context of Haiti and the role of emergency support and development in the country
10. Support for the mission of CWS, its methods and approach
11. Personal conviction and understanding of the role that INGOs can play in the development of Haiti
12. Fluency in English and French (both spoken and written). Fluency in Haitian Creole also preferred.
13. Mastery of Microsoft Office and other fundamental computer programs
14. Ability to travel internationally, including to Dominican Republic and the United States
15. Drivers license valid in Haiti
