Introduction
Under the overall supervision of the Human Resources Coordinator and the direct supervision of the HR Delegate – National Personnel, the Senior Human Resources Officer will ensure professional and effective management of Human Resources Services. The incumbent will be responsible and accountable for recruitment; establishing and issuance of Contracts and Insurance policies; Payroll and deductions on remunerations of National Personnel.
The Senior Human Resources Officer shall have excellent knowledge of the Haitian Labour law and work strictly under the framework of International Federation staff policies and procedures as well as its staff Code of Conduct. This will include the interpretation and application of Staff Regulations and Rules and the Haitian Labour Code.
He/she needs to adhere with the Fundamental Principles of Red Cross and Red Crescent Movement at all times.
Fonctions
1. Support the HR Delegate – National Personnel with regards to the overall objectives and priorities of the Unit for the timely and client-oriented delivery of Human Resources services;
2. Responsible and accountable and for:
a. Recruitment of National Personnel,
b. Establishing and issuance of Contracts and Insurance for National Personnel;
c. Payroll and deductions on remunerations of National Personnel;
d. Disciplinary measures processes;
3. Direct supervision of two HR Officers (Payroll and ERP systems and Contracts and Insurance);
4. Ensure that Federation Human Resources procedures and policies for National Personnel are in place and complied with;
5. Ensure that a proper communication system with National Personnel, for all National Personnel issues, is established and complied with;
6. Provide HR and Payroll Policy expertise to internal clients and to counterparts in the Participating National Societies and support them in their correct interpretation and application;
7. Ensure application and use of harmonized Human Resources systems and tools in order that there is a consistent Human Resources approach with Movement Components in Haiti;
8. Ensure, verify and establish an internal control on the compilation and maintainance of all National Personnel files of National Personnel in compliance with the Federation requirements and local legislation;
9. Provide Human Resources management support to the Human Resources Delegate – National Personnel, the Human resources Coordinator and other PNSs’Delegates on all HR and disciplinary measures procedures and issues.
10. Provide technical support to Line Managers of all Federation departments in order to have in place and harmonized systems of qualitative job descriptions;
11. Manage, advise and support the Human Resources Officers and Human Resources Assistants;
12. Responsible and accountable for the preparation and verification of National Personnel Payroll;
13. Carry out any other tasks, in the responsibility area, as requested by the Humar Resources Delegate – National Personnel or the Human Resources Coordinator.
Qualifications Requises
• Master University degree in Human Resources, Management, Finance, Accounting, Business or Public Administration or related field, (in case of Finance and Accounting, the relevant experience in Human Resources shall amount to 5 full years)
• Knowledge of the Red Cross Movement preferred
• Additional qualification in Human Resources Management
• A minimum of eight years as HR Generalist and progressively responsible experience in Personnel management, including experience in the administration of benefits and ERP-based payroll systems, preferably in an international organization;
• Very good experience of implementing Haitian Labour law;
• Supervisory experience with ability to lead and motivate a team;
• Customer-service oriented with excellent oral and written communication skills;
• Experience in dealing with local governmental and non-govermental organizations, authorities, agencies;
• Experience in liaising with people at all levels in an organisation
• Experience and ability to work under pressure with tight time lines
• Experience of working in multicultural environments
• Experience in dealing high level of confidentiality matters
• Self-supporting in computers (Windows, spreadsheets, word-processing)
• Very good knowledge of HR ERP systems preferably Oracle HRMS
• Excellent French and Creole, good working level of English
• Respect of diversity and of confidentiality
• Ability to establish effective relations with people of different national and cultural backgrounds whilst maintaining tact, discretion and impartiality.
