Introduction

The Livelihoods DME Manager will be responsible for the development of monitoring and evaluation tools and the management of information for the Livelihoods sector (countrywide). In collaboration with the Livelihoods Coordinator, Livelihoods program managers, implementing partners and the DMER Unit Coordinator, the Livelihoods DME Manager will be responsible for all stages of M&E strategy development and implementation including: data management, proframe development, indicator definition, development of data collection instruments, data collection and verification, data analysis and reporting, training of data collection teams and feedback to the livelihoods department and other relevant actors. The Livelihoods DME Manager will also ensure that systems are in place to measure programs’ impact and progress.


Fonctions

M&E Support to Livelihoods programs:

1. Develop a sound, integrated and standardized DME system for the Livelihoods Program in coordination with the Livelihoods coordinator and program managers following CRS LACRO Design, Monitoring, and Evaluation strategy and the strategic framework for the Livelihoods program.
2. Manage all phases of DME system for Livelihoods programs and ensure that system is functional.
3. Develop data collection instruments as necessary and provide training to program staff and partners on the DME system and M&E tools.
4. As requested, conduct analysis of past Livelihoods Programs and partner level DME structure. Prepare recommendations for improvements, as necessary.
5. Ensure the maintenance and regular updating of centralized information systems/database for each project.
6. Use results of data analysis to write timely, accurate and relevant reports, as required.
7. Facilitate regular performance monitoring of plans and indicators.
8. Work with livelihoods managers to research methodologies using new technology to collect M&E, including SMS messaging. Support Livelihoods program in testing these systems.
9. Respond to requests from the Livelihoods Program to provide feedback and technical assistance with programming and M&E, as requested.
10. Develop and review SOWs and contracts for Livelihoods M&E related consultancies.
11. Travel to field to provide M&E support to sub-offices and field agents, as required.
12. Complete other administrative and logistical work, as required to accomplish objectives.

Reports

1. Develop Monthly Livelihoods DME reports highlighting achievements of past month, issues to be addressed, planned activities for following months, etc.
2. Draft all DME sections of Livelihoods reports.
3. Provide timely and accurate data to livelihoods program managers to improve programming and contribute to reports, as required.
4. Review reports to ensure data are clear, accurate, and consistent; and donor reporting requirements and formats are respected.

Training

1. Collaborate with program managers to ensure that program teams and partners are familiar with DME systems and able to implement data collection tools.
2. Assess program staff and partner training needs and development training plan in DME system to respond to identified program needs.
3. Assist and lead program staff and partners in the development of survey instruments, baseline studies, questionnaires, success stories, and other necessary evaluations and studies as determined by the DMER Unit Coordinator, Livelihoods Program Coordinator/other program managers, or the deputy of programming.

Meetings:
.
1. Contribute to M&E and Livelihoods strategy sessions, as requested.
2. Participate in relevant M&E meetings and training sessions.
3. Attend other relevant CRS training sessions and meetings.


Qualifications Requises

 College degree or equivalent in statistics, or economics.
 Diploma or equivalent in computer science a plus.
 Diploma or equivalent related to development sectors (education, human rights, grassroots development, child and women protection, Water, Sanitation and Hygiene, Shelter, Construction, Cash for Work).
 Minimum 5 years experience in strategic M&E support to development programs in a position of responsibility.
 Flexibility and creativity in providing appropriate M&E solutions to support programming is required.
 Past experience working on USAID-funded projects preferred.
 Must be extremely detail-oriented and have a strong capacity in quality data analysis, planning and organization, and communication.
 Excellent verbal and written capacity in French, Creole and English.
 Ability to manage several projects concurrently.
 Excellent knowledge of statistics computer software (ACCESS, STATA, SAS, SPSS, EPI-INFO)
 Excellent knowledge of standard computer programs: Windows, Word, Excel, PowerPoint.
 Willingness to travel to the field up to 50% of the time;
 Flexibility and capacity to work under pressure in a fast-paced environment;
 Demonstrate self-motivation, team playing and supervisory skills.
