Introduction

GOAL’s programmes in Haiti operate in Port au Prince and the surrounding area. The overall goal of the programme is to provide emergency support to families affected by the earthquake in Haiti. The objectives of the programme are to increase access to water and sanitation facilities, to provide safe shelter and non-food items for displaced families and to increase the purchasing power of affected population.


Fonctions

General Description of the Role:

The Assistant WASH Manager will be responsible for developing and implementing the hygiene promotion element of the programme including the planning, implementation, supervision and evaluation of the activities, outputs and objectives of the WASH programme. The Assistant WASH Manager will be expected to ensure that the element of the programme addresses the WASH priorities of the beneficiaries. The candidate will be based in Gressier, the rural programme which is circa 2 hours from PaP. The candidate may also be required to support the urban programme from time to time as required.

Key Duties:
• Assist and advise the WASH Manager / WASH Coordinator and ACD Programmes in the overall development of the hygiene promotion programme;
• To ensure the overall co-ordination, planning, monitoring and management of the hygiene promotion project activities;
• Supervise and improve the quality and appropriateness of messages disseminated and the methodology used in hygiene promotion campaigns, which includes reviewing all materials developed for training community mobilisers and delivering training to school teachers;
• Practically develop and document standards, techniques and processes used in hygiene promotion work. This will include documenting training modules for community mobilisers and teachers and any agreements made with the communities and schools. with the aim of developing hygiene promotion materials and strategies that can be provided to beneficiaries cost effectively;
• Develop and ensure adherence to programme schedules; plan the activities of the section and ensure effective implementation of the programme schedules, with a particular focus in hygiene promotion activities;
• Prepare contract documentation and hygiene promotion activity budgets as well as training modules and strategies with a focus on hygiene promotion
• Ensure quality of materials and workmanship in the programme activities;
• Supervise staff on a daily basis reporting to the position, assisting with recruitment and performance management;
• Seek to develop the capacity of team members, community workers and volunteers;
• Liaise with other parts of the team as well as other GOAL departments to ensure consistency of messages, communication and practices with the community and beneficiaries;
• Liaise with other organisations working in the area and attend relevant meetings;
• Prepare reports for the WASH Manager / WASH Coordinator and ACD Programmes as required;
• Carry out other activities as requested by WASH Manager/WASH Co.


Qualifications Requises

. Essential: managerial skills; resourceful and adaptable work approach; creative approach to problem solving.
2. Third Level qualification in environmental or social health.
3. Minimum three years experience of working with NGOs on water, sanitation and hygiene promotion projects.
4. Proven initiative in developing new programmes.
5. Project management experience and experience in managing teams.
6. Practical training skills and an interest in hygiene promotion facilitation techniques.
7. Strong analytical and strategic planning skills.
8. Excellent communication and interpersonal skills.
9. Commitment to beneficiary accountability and humanitarian ethics.
10. Fluency English & French, knowledge of Kreyol an advantage
