OVERALL RESPONSIBILITIES: As member of the senior management team, the Technical Director- DCOP will have overall responsibility for technical management, coverage and quality of implementation, and monitoring and evaluation of key interventions to support the Government of Haiti to maintain and strengthen the achievements of previous and current investments in the national health system. Under the leadership of the Chief of Party, the Technical Director/DCOP will be responsible for key documentation required by the MOH and/or USAID. These will include, but not be limited to, annual progress reports, annual work plans, and other documentation needed or required to demonstrate program progress.
The Technical Director- DCOP collaborates with the COP in MSH representation, strategy development, policy and norms formulation, project management, performance management planning, results monitoring, and client and partners management. S/he provides strategic leadership, coordination and oversight to interventions and relationships with Government of Haiti, elected officials and donors. Serves as the senior management liaison with the COP to USAID; Coordinates and oversees the work of the technical units and the formal partnerships with other donors for joint planning and financing of activities of relevance to Project goals, as well as interventions related to policy development, update and dissemination of public sector norms and standards. The Technical Director- DCOP oversees project’s technical assistance to the MSPP to enhance donors’ coordination in the health sector.
Fonctions
SPECIFIC RESPONSIBILITIES:
As Technical Director and a member of the senior management team , collaborates with the COP in MSH representation, strategy development, policy and norms formulation, project management, performance management planning, results monitoring, clients and partners management;
Assures effectiveness and results of the Technical Coordination Cluster;
Strategic leadership, coordination and oversight to all technical interventions and relationships with Government of Haiti and elected officials;
Senior liaison with the COP to USAID ;
Coordination of and oversight to formal partnerships with other donors for joint planning and financing of technical activities of relevance to Project goals;
Technical assistance to the MSPP to enhance donors coordination in the health sector for better health service delivery;
Coordination of interventions related to policy development, update and dissemination of public sector norms and standards.
The Technical Director/DCOP is accountable for the following:
USAID’s satisfaction with the overall implementation of the SDSH Project and working with the M&E Team in tracking and flagging any ongoing or pending technical and/or management issues;
Ensuring adherence to all branding and marking requirements and the USG contribution to health and GOH efforts so that successes are widely known by the Haitian population, other donors and other key stakeholders; including successful high-visibility events and monthly success stories submitted to USAID;
Building and maintaining an effective partnership with USAID’s Governance and EG SOs resulting in complementarities and synergy of interventions at field level;
Continuous engagement of MSPP and USAID counterparts in planning and implementation of activities and maintenance of smooth relationship and “complicité positive” throughout Project implementation.
Qualifications Requises
QUALIFICATIONS:
Advanced clinical degree or Public Health or Business degree preferred. 10 years of demonstrated health project implementation experience and management of large, complex projects and long-term efforts with extensive knowledge of and successful experience with USAID and other donors interested in development. Demonstrated success as a strong technical manager and strategist and proven leader in building partnerships and in impacting changes across functions, multiple locations, and divisions, both in the US and in the international arena. Demonstrated success in leading and managing teams with diverse backgrounds working in multiple locations and countries to achieve and sustain excellence. Significant work experience in Haiti preferably with demonstrated success working with multiple sectors in achieving financial and contractual results. Proven strategic planner and team leader with strong technical knowledge, conceptual and analytical ability, and good judgment, adaptive and flexible capacity. Exceptional interpersonal and relationship-building competencies coupled with strong written and verbal communication skills. Capable of managing conflict and conflicting views. Written and spoken fluency in French, and working knowledge of English required, knowledge of Haitian Creole language preferred.
