Introduction
The Consultant will be responsible for providing temporary support to all the aspects of Finance & Compliance; training and budgeting for the program’s partners and internal reporting.
Fonctions
Specific Responsibilities
Capacity building
1. Build finance system at HSFS and train the team on the job
2. Build Finance system at UNDH and train the team on the job
Other Responsibilities
Support to liquidation activities
1. Compile questioned costs and work on their resolution.
2. Draft a report on non resolved issues;
3. Review partners’ bank reconciliation forms and follow-up on long outstanding items.
Training
1. Assess partners needs in Financial training
2. Compile training materials for the Finance modules;
3. Assist in the logistical preparation of the training
4. Assist in the production and distribution of training materials
5. Produce the assessment of the financial training
6. Organize the CRS Finance documents in binders for internal reference
Budgeting
1. Assist the Program Managers in developing the APPs for FY 2011;
2. Provide review and assistance in the consistency analysis of the budgets with the workplans
Reporting
1. Improve the in-house Finance Reporting Tool for a monthly distribution ;
2. Take charge of the weekly Finance Activity Report (new concept) to go out every Friday;
3. Support reporting on Partners’ assets inventory.
Position Requirements and Qualifications
Professional Qualifications:
1. Three or more years of progressively responsible relevant professional experience in a financial management position with an international organization or company. Audit experience a plus.
2. Demonstrated familiarity with major public donor requirements (USG preferred), international accounting standards and/or US GAAP, auditing principles and procedures
3. Knowledge of CRS finance, accounting, and budgeting policies, procedures and standards preferred
4. Fluency in spoken French and English. Excellent written and oral communication skills
5. Proven knowledge of standard software including Microsoft Word, Excel, Outlook, and Power Point.
Qualifications Requises
Education:
College degree in a directly related field, such as Financial Accounting, Economics, Financial Management, Business Administration; graduate degree preferred, but significant work experience in a directly related field will be considered in lieu of graduate degree.
