II. PRIMARY PURPOSE & FUNCTION
LWR began supporting projects in Haiti in 1997. Since that time, our work has focused on building the capacity of Haitian organizations to promote healthier lives and improved livelihoods in rural communities and to recover from disasters. World
The Program Officer, under the supervision of the Haiti Country Director (CD), will assist with implementing LWR’s Haiti strategy, monitoring the programmatic and financial aspects of relief and rehabilitation projects funded by LWR, and collaborating with local LWR partners, The Program Officer will also provide support for logistical coordination of delegations from the U.S. and material resource shipments, as well as other administrative tasks.
III. DUTIES & RESPONSIBILITIES
A. Program Operations
• Support LWR partners in developing proposals and related documents (log frame, budget, financial and programmatic monitoring plan, etc)
• Work with partners to ensure timely submission of complete, high quality progress and evaluation reports in accordance with LWR Guidelines; work with the CD for submission of accurate financial reports from partners; liaise with CD to provide or arrange training for partners.
• Accompany partners throughout the project implementation period; conduct regular field visits; work with CD in developing customized accompaniment plans.
• Monitor detailed project implementation plans and budgets; ensure that partners implement activities as planned.
• Coordinate the exchange of key correspondence between the project partner, field office, and headquarters.
• Consult with partners to identify key lessons learned from projects and document best practices.
• Participate actively in the development and implementation of the Haiti office’s annual work-plan and partners’ annual assessments.
• Monitor the Haiti office budget in collaboration with the CD; assist in the preparation of office financial reports as needed; process office cash advance and wire transfer requests
• Develop, manage and update project documents / database.
• Support the Haiti CD in any other administrative issues.
B. Communications
• Compile testimonies from project participants and take photos of project activities.
• Analyze project accomplishments and share project information with LWR headquarters.
C. Logistics and Security
• Provide necessary logistical support (including arranging transportation and providing translation as needed) to delegations coming from the U.S., including LWR’s Material Resources program.
• Assist with development and implementation of the Haiti office security plan.


Qualifications Requises

IV. KNOWLEDGE & EXPERTISE:
• Deep commitment to LWR’s core values and ability to model those values in relationships with colleagues and partners.
• Bachelors Degree or equivalent title in Agronomy, Business Administration or related field work.
• Haitian National in possession of required documentation to work legally in country.
• At least 3 years experience in project management.
• Substantial experience with rural communities.
• Strong analytical and problem-solving skills.
• Strong interpersonal skills, excellent oral and written communications.
• Fluency in French and Creole; ability to read and communicate verbally in English. (Spanish is a plus.)
• Proficiency in using Word, Excel, e-mail, database, and web-browser.
• Familiarity with key development, economic, and social justice issues in Haiti at a practical and policy level.
• Demonstrated ability to work effectively with local government, non-government organizations, community based organizations, and other grassroots organizations.
• Ability to travel frequently (up to 50%) to rural areas in Haiti and internationally.
• Excellent interpersonal skills and willingness to take instructions from supervisors.
