This approach combines direct implementation with collaboration with national partners.


Fonctions

PURPOSE: The Operations Manager will ensure the effective delivery of financial and operational support across all programs, promoting strong stewardship, compliance, and efficiency. This role oversees finance, logistics and procurement, human resources, security systems management, while fostering coordination between departments, program and project teams as well as partners. By leading the systems team and managing core resources, the Operations Manager will strengthen organizational capacity and operational excellence.

ESSENTIAL DUTIES AND RESPONSIBILITIES: The World Renew Haiti Operations Manager will work closely with the Country Director, Program Manager, Haiti program teams and North American systems teams to:

1. Provide timely and effective finance, logistics and procurement, human resources, security systems management support across the country program.
2. Oversee cost and core equipment budgets, finance, procurement, and systems management, while ensuring adequate training for staff.
3. Ensure implementation of internal support systems aligned with World Renew and donor requirements.
4. Maintain strong coordination across operations departments and between the primary office and direct implementation field sites.


Specific Tasks & Responsibilities
Finance
• Lead the preparation, review, and submission of financial reports and management accounts, including income/expenditure statements, bank reconciliations, and donor/project data.
• Develop and monitor project and annual budgets in collaboration with program teams, ensuring compliance with donor and organizational guidelines.
• Ensure timely financial reporting (monthly to annual), year-end statements, and coordination of internal and external audits, including donor and government audits.
• Oversee compliance with local tax regulations, payroll deductions, and adherence to World Renew’s Finance Manual and donor requirements.
• Manage financial systems and data integrity using SAGE accounting software, ensuring effective cash flow, banking operations, and financial controls.
• Build the financial capacity of finance and program staff through training, mentorship, and ongoing support.
• Support local partners in financial planning, reporting, and compliance to ensure accountability and alignment with donor requirements.
Logistics & Procurement
• Oversee logistics in the primary office and all/any field offices (procurement/supply chain, storage, stock/asset management, premises, fleet, and security management).
• Ensure effective systems for fleet, property and asset management, contract management renewal, and technical support and oversight for field logistics team when relevant.
• Align logistics operations with World Renew’s logistics manual and donor requirements.
• Oversee the effective management of the procurement of goods/services per World Renew procedures
• Monitor and audit procurement transactions for compliance with codes of conduct, ethics, anti-fraud, and procurement policies.
• Support local partners in financial planning, reporting, and compliance to ensure accountability and alignment with donor requirements.
Human Resources
• Oversee core HR functions including recruitment, onboarding, performance management, and staff development.
• Ensure compliance with labour laws, HR policies, and promote a positive, values-aligned organizational culture.
• Manage employee relations, including conflict resolution and disciplinary processes.
• Coordinate training initiatives and support diversity, equity, and inclusion across all HR practices.
• Ensure the maintenance of accurate HR records and support payroll and benefits administration.
• Support local partners in financial planning, reporting, and compliance to ensure accountability and alignment with donor requirements.
Security
• Ensure effective communication of security updates.
• Ensure security systems and protocols are in place, reviewed, updated and integrated into operations, and followed consistently.
• Coordinate with the Haiti Security Monitoring Team (SMT), regional and/or organizational security advisors on all safety-related matters.

Information Technology and Communication (ITC)
• Ensure IT planning aligns with program priorities.
• Liaise with IT support in North America for equipment maintenance and system updates.

Safeguarding
• Ensure compliance with World Renew’s Code of Conduct and safeguarding standards by staff and implementing partners, in alignment with the Core Humanitarian Standard (CHS).
• Support partners in establishing and maintaining accessible, context-appropriate complaints and feedback mechanisms, including those addressing Protection from Sexual Exploitation and Abuse (PSEA) and fraud.
• Collaborate with the Regional Safeguarding Coordinator to develop, implement, and monitor a robust safeguarding work plan.
• Facilitate regular safeguarding and PSEA training for staff and partners, promoting awareness, accountability, and survivor-centered approaches.
• Strengthen partner capacity to prevent and respond to safeguarding concerns, including exploitation, abuse, fraud, and harm to vulnerable individuals, with a focus on continuous improvement and learning.

Policies, Procedures, and Guidelines
• Lead on the development, revision and implementation of policies, procedures and tools related to finance, logistics, procurement, ITC, human resources, and security.
• Act as the data protection focal point for World Renew Haiti and ensure compliance with privacy policies.
• Identify areas for improvement with the Senior Leadership Team and develop action plans.
• Coordinate policy development with World Renew global teams to enhance system efficiency.

Representation and Communication
• Ensure World Renew maintains legal registration and effective relations with national/district authorities and community leaders.
• Represent World Renew in inter-agency and working group meetings as needed.

Additional duties:
• Actively participate in the senior leadership team, providing strategic operational advice, and contributing to ongoing program development.
• Seek opportunities to integrate learning and innovation into operations.
• Represent World Renew Haiti in relevant organizational working groups, committees, Communities of Practice
• Comply with policies on safeguarding, conduct, health and safety, confidentiality, and protection principles.
• Report concerns about the well-being of children or vulnerable adults and any inappropriate behavior by World Renew staff, consultants, contractors, volunteers, interns and/or partners.
• Perform other essential tasks as assigned.
SUPERVISORY RESPONSIBILITIES: The Operations Manager will be responsible for directly supervising the Finance Officer, Logistics Officer and HR and Administrative Assistant, and indirectly oversee any other support roles that comprise the systems management team. Additionally, they will directly supervise and/or support systems staff in field offices during direct implementation projects. This position will also, from time to time, supervise consultants, interns, and/or volunteers.

EDUCATION & EXPERIENCE:
1. University degree in one or more related field
2. Minimum 5 years of senior-level experience in finance (including audit experience), logistics, procurement, human resources, and general administration, preferably in an INGO setting
3. Demonstrated analytical, project planning, and staff supervision skills with strong budget and financial management
4. Advanced competence in SAGE, SharePoint, Excel; experience with Martus Budgeting a plus
5. Experience supporting proposal budgeting and operational planning
6. Experience with direct implementation programming as well as programming through national partnerships
7. Proven coordination with government authorities and NGOs

LANGUAGE SKILLS:
• Excellent communication skills in written and verbal Haitian Creole, French and English
