PROJECT: Global Health Supply Chain – Procurement and Supply Management (GHSC- PSM) Haiti

Background: The Procurement and Supply Management project is the primary vehicle through which USAID will procure and provide health commodities and provide systems support that encompass all elements of a comprehensive supply chain. In Haiti the project provides direct procurement and supply-chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR).


Fonctions

Position Purpose:
The Accountant will perform all matters related to accounting as to help upgrade the performance level of the unit. The accountant will help the Chief Accountant to ensure that the project’s financial systems are compatible with standard accounting practices and follow Chemonics and USAID policies, procedures and regulations.

Tasks:
Key duties and responsibilities for the position are as follows:

• Review disbursement vouchers for accuracy before processing data.
• Review all journals before final approval and posting.
• Ensure that expenses are in compliance with donors’ requirements, Chemonics and GHSC-PSM project policies and procedures.
• Coordinate tax payment on a monthly basis, maintain the tax files for the project to ensure that payments are properly recorded and paid in a timely manner.
• Oversee the project’s accounting files system. Make sure all vouchers are in order, completed properly and have bank slips/copy of checks attached.
• Perform primary financial analysis and bring all discrepancies to the attention of the Chief Accountant.
• Assist the Chief Accountant with the monthly closing of the books per Chemonics standard procedures.
• Ensure that all vouchers and financial forms are filled with the supporting documentation.
• Monitor Petty Cash accounts report, make spot cash counts and reconcile petty cash balances with accounting system
• Ensure that all vouchers and financial forms are filled with the supporting documentation.
• Distribute checks to respective departments and collect proof of payment.
• Actively participate in the Annual Wall to Wall Inventory of warehouse commodities.
• Actively participate in the weekly cycle counts at the warehouse.
• Make recommendations to the chief accountant for improvements in processes, systems and forms.
• Carry out any other relevant duties requested by the chief Accountant.
• Work with accounting staff to complete the accounting documentation prior to scanning electronic files.
• Perform other duties/tasks as required by the Chief Accountant


Qualifications Requises

To perform this job successfully, an individual must be able to perform each essential duty and responsibility satisfactorily. The qualifications listed below are representative of the required knowledge, skills, and/or abilities needed to perform the principal duties:

• A bachelor’s degree or a diploma of accounting.
• 3 years of relevant experience.
• Previous experience as a USAID-funded project accountant preferred.
• Experience booking payroll in an accounting software for a large or mid-sized project (at least 80-100 staff) preferred.
• Fluency in French is required, professional proficiency in English (oral and written) is an advantage.
• Strong computer skills, specifically Excel and with accounting software are required (experience working with ABACUS accounting software is highly desirable).
• Ability to work independently with minimal supervision, accept and discharge substantial responsibilities, prioritize work assignments, meet deadlines, and exercise professional judgment.
• Ability to work in a team and possess interpersonal communication capabilities.
• Demonstrated ability and willingness to take initiative and be flexible in terms of changing priorities and deadlines.

Chemonics may amend the SOW for this assignment in consultation with the employee.
