Introduction
Since 2017, JSI Research & Training Institute, Inc. (JSI), has worked with UCPNV partners to assist with immunization services in Cité Soleil. After diagnosing the vaccination situation in Cité Soleil (Municipality which has experienced very low vaccination coverage for more than 5 years, with many challenges of childhood vaccination), JSI developed a vaccination model for the Cité Soleil. This model has been tested just for certain interventions only which we have called “short-term interventions”. These interventions have proven their effectiveness in improving the performance of the EPI. The urban model continues to evolve with the contribution of partners to adapt to the changing landscape of Cité Soleil. During the 2020 and 2021 multi-stakeholder dialogues, JSI again collaborated with partners and the UCPNV to improve the urban model to be implemented in Cité Soleil.
This is anticipated to be a full-time position based in Port-au-Prince, Haiti.
Fonctions
Financial Management:
? Manage both the day-to-day finance and budgeting for JSI projects, as well as developing longer-term financial plans and strategy to support JSI’s financial security as it grows.
? Prepare a detailed budget according to the provided template, including budget narrative.
? Create a spending plan (cash flow projections) based on budget and project implementation plans. Reviewed by the Home office.
? Prepare the draft donor financial report, and submit it to the higher management to be confirmed (Project Finance Director).
? Ensure that all transactions and activities are conducted in accordance with JSI financial and administrative regulations
? Ensure all transactions are reflected in the Quickbooks database and all cash accounts are reconciled monthly.
? Cash flow request sent to head office monthly.
Operational Management:
? Support operations of projects that JSI is working on, both in terms of staff, equipment transportation, and in-country project logistics, among other duties.
? Streamline donor regulations and JSI procedures and operations
? Manage JSI’s office including staff salaries, holidays and timesheets, including consultant compensation and determining overtime rates; insurance, banking, office equipment and data management etc.
? Calculating staff salary, salary adjustment and other benefits according to the Local Hire Employee Manual (LHEM),
? Review all purchase requests from the program/logistics/admin and check budget availability.
? Review all procurement and advance and reconciliation documentation.
? Conduct Anti-Terrorist checks for all related stakeholders.
? Provide coverage for the Finance Officer during his/her absence.
? Other duties in line with the overall focus of the position, as assigned.
Qualifications Requises
? Master’s degree in Finance or equivalent.
? 5 years of demonstrated experience working in operations and finance, experience in public health or non-profit is an asset.
? Strong organizational skills to support management of JSI’s projects.
? A willingness to take on responsibility and make decisions whilst simultaneously engaging experts to advise and direct those decisions.
? A creative and pragmatic individual who will be able to complete jobs using initiative and drive.
? Strong level of ICT skills e.g. Microsoft Office (including Excel), financial software such as Quickbooks is a must;
? Strong resilience and ability to deliver effective and timely outputs under stressful circumstances.
? Fluency in written and spoken French;
? Strong knowledge of English is preferred.
