Introduction
The Business Development Manager leads the resource mobilization strategy to finance Plan International's humanitarian interventions in Haiti. This role focuses on the acquisition of emergency funds, the management of humanitarian and nexus grants and the strengthening of relationships with international donors, multilateral agencies, private donors and humanitarian partners. He ensures that programs are reflective of contextual needs and donor requirements, ensuring compliance with international humanitarian standards and organizational policies.
Fonctions
Role Dimensions:
• Leads the design and execution of a resource mobilization strategy focused on humanitarian financing.
• Manages a portfolio of emergency grants and responds to rapid funding appeals for crises in Haiti.
• Manages contract documentation and coordinates with internal teams to ensure compliance with donor requirements.
• Provides compliance and humanitarian fund management advice to internal stakeholders.
• Facilitates the development of humanitarian funding proposals aligned with response needs and priorities.
• Builds and maintains key relationships with humanitarian donors, UN agencies, multilateral organizations and international NGOs.
• Coordinates with technical and financial teams to ensure efficient execution of funds received.
• Maintains up-to-date grant and donor relations information in Grants Garden and Donor Sphere.

Responsibilities:
Resource Mobilization Strategy:
• Analyzes the humanitarian landscape in Haiti and identifies funding opportunities.
• Designs and executes strategies to increase emergency fundraising.
• Co-leads with the Emergency Response Manager and Country Director the participation in humanitarian consortia and strategic alliances.
• Identifies flexible funding opportunities to strengthen emergency preparedness and response.
• Ensures alignment of proposals with humanitarian needs and international standards.
• Seek new funding from CDB, IDB and US foundations and corporates non-us.
Grants Management and Compliance:
• Manages donor requirements and ensures compliance with internal processes.
• Manages a schedule for the delivery of financial and technical reports according to commitments with donors.
• Implements document management systems for the efficient administration of humanitarian grants.
• Coordinates with the finance team to ensure proper preparation of Grant Approval Forms (FAD) and other key documents.
• Ensures timely delivery of reports and maintains fluid communication with donors on the progress of projects.
• Maintains updated grant information in Grants Garden and Donor Sphere.
Relationship Management and Fund Acquisition:
• Builds and maintains relationships with institutional donors, UN agencies, and humanitarian partners.
• Leads contract negotiations with donors and multilateral agencies.
• Develops humanitarian proposals aligned with humanitarian response and resilience frameworks.
• Identifies new donors and rapid funding opportunities for crises and disasters.
• Manages strategic alliances for the financing of humanitarian response projects.
Collaborative work:
• Coordinates with program and finance teams to design emergency proposals adapted to the Haitian context.
• Provides training to internal teams on humanitarian donor requirements and procedures.
• Ensures that proposals and projects comply with the principles of humanitarian action, gender equity and child protection.
• Contributes to the development of response strategies for protracted crises and sudden-onset disasters.
• Collaborates with communication teams to create strategic products to attract institutional and private donors.

• Internal: Plan Haiti Teams, Programs, Finance, Humanitarian Response Unit, Regional Office, Global Hub.
• External: Institutional donors with primary focus on humanitarian, UN agencies (UNICEF, OCHA, WFP, UNHCR), multilateral organizations, international NGOs, local partners.
Qualifications Requises
Experience, Skills and Knowledge:
Essential:
• University degree in International Relations, Development Cooperation, Social Sciences, Business Administration or other related fields.
• Minimum of 5 years of experience in resource mobilization in humanitarian contexts.
• Experience in emergency grant management and humanitarian response.
• Knowledge of humanitarian donor funding mechanisms (ECHO, BHA, GAC, UN, etc.).
• Experience in consortia participation and negotiation with donors.
• Humanitarian proposal writing and contract management skills.
• Fluent in French and Spanish (English desirable).
• Risk analysis and management capacity in emergency contexts.
• Knowledge of humanitarian principles and approaches to child protection and gender equity.
Desirable:
• Experience with rapid financing mechanisms for emergencies.
• Knowledge in the use of humanitarian fund management tools (FTS, OCHA Financial Tracking, etc.).
• Certification in humanitarian management (SPHERE, CHS, etc.).
• Experience with climate change resilience and adaptation methodologies.
