Project Objective:

The goal of the Haiti Evaluation and Survey Services Plus (ESS+) Activity is to provide technical support for Monitoring, Evaluation, and Learning (MEL) services for USAID/Haiti in order to ensure empirical evidence for programming, learning, and adapting. This technical MEL support will supplement the monitoring and program management efforts of USAID/Haiti staff, helping the mission meet the MEL requirements outlined in the Automated Directive Systems (ADS) Chapter 201: Operational Policy for the Program Cycle. Services requested include technical evaluation, survey and study support, capacity building and learning events, and in-country Third Party Monitoring (TPM) of some USAID activities in Haiti, which at times is a non-permissive environment. SI is IBI’s main partner under this Activity.

Position Description:

SI is seeking a Senior Evaluation Director to oversee all evaluation activities under the contract. This is a full-time position based in Port-au-Prince for the duration of the project and will report to the Senior Monitoring & Evaluation Specialist. Note: only candidates with Haitian citizenship will be considered.


Fonctions

The Senior Evaluation Director will perform the following:

Support Chief of Party and Senior M&E Specialist to resolve issues in real-time

Engage with USAID and manage communications on evaluations and related research

Serve as Project Manager on high-stakes projects. This responsibility includes reviewing deliverables and drafts to ensure quality, scheduling and coordinating with partners, coordinating and communicating with USAID, recruiting team members, and pushing the project against the timeline. Managing evaluation activities includes budget management, adherence to workplans, managing internal communication, and coordinating evaluation logistics

Support and manage other project managers on ESS+

Coordinate with Social Impact Home Office (US-based) staff on evaluation and research scoping, design, quality, and risk mitigation strategies

Participate in recruiting evaluation teams and ensure that all additional technical personnel for individual activities have the appropriate technical knowledge and expertise in

M&E related to their technical areas

Provide high level feedback on pre-SOWs and participate in the co-creation of SOWs

Draft workplans, requests for proposals, and job descriptions as needed for evaluations and assessments

Draft budgets for evaluations and assessments

Ensure compliance with timeline and resources for evaluations and assessments, according to the ESS+ process map

Ensure compliance with USAID and SI evaluation requirements and guidelines

Ensure that teams are properly trained and are using SharePoint properly

Manage evaluation webpage and trackers

Draft/manage agendas and meeting notes with clients and other stakeholders

Collaborate with SI and ESS+ staff to ensure that high-level guidance on methodology and quality control on major deliverables are provided

Provide technical quality control on the development and implementation of fieldwork, as needed

As applicable, provide support on key informant interviews (KIIs); focus group discussions (FGDs), and quantitative and qualitative data interpretation and analysis

Ensure that proper feedback is provided on the evaluation design, data collection tools, outbrief materials, draft and final reports, and dissemination materials in tandem with the relevant members of the ESS+ team

Review and support implementation of logistic plans for data collection including management of quality control team (QAT)

Analyze qualitative and quantitative data on specific projects. De-identify data for uploading to USAID’s data center

Secure copy-editing support for deliverables as needed and ensure timely submission of quality deliverables to the client

Ensure appropriate team dynamics throughout evaluation processes, holding teams together

Be able to work ethically and responsibly. Be far-sighted and adjust to situations to guarantee quality and unbiased information


Qualifications Requises

Master’s degree in a relevant field, and a minimum of eight (8 years of professional work experience in the design, management, and implementation of assessments, evaluations, analyses, and special studies. USAID project data collection experience preferred

Strong skills in both quantitative and qualitative data collection

Strong skills in survey design and analysis

Proven leadership, organization, and management skills to successfully support the evaluation/assessment team

Flexible, able to work well in a team setting, open-minded

Experience in working in insecure environments, environmental disasters, or poverty

Experience providing training and mentoring for groups of various sizes and one-on-one on evaluation-related subjects

Strong gender and social analytical skills

Proven leadership and organizational skills to successfully support the Team Leader and team members

Excellent interpersonal skills, including experience successfully interacting with host government officials, civil society partners, and other stakeholders

Good oral and writing skills, including experience writing meeting reports

Computer literate. Expertise in STATA and proficiency in Dedoose preferred

Proficiency in writing and spoken French and advanced intermediate (advanced is preferred) level in English is required. Creole strongly preferred

Demonstrated ability to manage high-level relationships with partner organizations and implementing partners.
