Fonctions
Under the general supervision of the country director, under the functional direction of the Global Security Manager/GSD, Safety and Security Coordinator will be responsible for, monitoring, and daily evaluation of the security situation nationally, particularly in our areas of intervention. He/she supports the Country Director (CD) in the development of the staff security awareness s and in the preparation, management and implementation of effective security measures. He or she will assess security situation in the areas where FH Haiti projects are implemented and propose measures to mitigate the risks identified for the staff and projects of the mission.
Safety & Security:
1. Serve as the Haiti Security focal point for safety & security and liaise closely with the Director Global Safety & Security.
2. Ensure that all staff and activities comply with the country office and global safety and security policies and procedures.
3. An effective and secure communications plan are established and functioning communications equipment for all offices and field offices is maintained.
4. Effective safety and security management systems are in place, enabling programs while mitigating safety and security risks.
5. A Safety and Security Management Plan with appropriate contingency plans are developed and maintained, with contingency plans being practiced annually.
6. All facilities are managed and equipped to operate safely and securely.
7. All staff receive safety and security trainings, orientations, briefings appropriate to their roles and as determined by the assessed risks in the operational environment.
8. All safety and security incidents are reported to the designated authority in a timely manner (not exceeding 24 hours) and follow up actions are carried out in accordance with the relevant procedures.
9. Effective crisis management systems are in place to respond to any critical event in accordance with FH crisis management policies, procedures and templates.
10. Liaise with government security bodies as needed to ensure FH Haiti compliance with security requirements and approvals.
11. Conduct regular threat & risk assessments to identify security measures required in all FH Haiti, guest houses and training centers.
12. Ensure vehicle and staff movements are monitored according to procedures and that necessary safety and security equipment are available and in a serviceable condition.
13. Prepare security updates and reports as required.
14. Monitor flash notices and regular reports from UNDSS/INSO and share with staff as needed; attend security coordination meetings.
Movement:
1. Ensure that drivers follow all safety and security procedures and that drivers maintain their vehicles to expected standards.
2. Oversee usage protocol of all vehicles tracking devices and report any serious incidents immediately to the CD & Director Global Safety & Security.
3. Obtain necessary travel clearance /access permission from local authorities where applicable.
4. Ensure safe and adequate transport provision to all international staff and visitors.
Qualifications Requises
3 years of relevant work experience in the Safety and Security field with an NGO or UN
Working knowledge of threat assessments, risk mitigation and ability to work on acceptance strategy at all levels.
Ability to work under high pressure
Builds and maintains effective relationships, with their team, colleagues and external partners and suppliers
Highly organized and detail-oriented with strong analytical and problem-solving abilities
Language abilities
Fluency in English and Haitian French, both oral and written.
Must be proficient in Microsoft Office (Word, Excel, Power Point, and Outlook)
Ability to work outside of working hours as needed
Ability to travel is required
