IDG’s The Global Health Division (GHD), works in Malaria and Neglected Tropical Diseases; Global Health Security and Public Health Preparedness; Noncommunicable Diseases: Heath Systems Strengthening - including Health Governance, Health Finance, Human Resources for Health, Capacity Building, and Health Policy and Advocacy; and Integrated Care - including Reproductive, Maternal, and Child Health and Family Planning. We address a range of public health problems to reduce disparities, lower disease burdens, and build locally owned sustainable health programs.
Project Description:
RTI International is an international organization working in the field of health. Through USAID’s Act to End NTDs | East (Act | East), it supports the Haiti Ministry of Public Health and Population (MSPP) in its fight to eliminate Neglected Tropical Diseases (NTDs), including Lymphatic Filariasis (LF), in Haiti.
Project Position:
The accountant based in Port-au-Prince is responsible for the day-to-day accounting function for the Act to End NTDs | East Haiti program. The Senior accountant, who directly reports to the Finance Manager, is responsible to post transactions in QuickBooks, monthly reconciliation of staff advances, VAT receivables and tax liabilities. They are expected to utilize appropriate systems and follow proper accounting procedures to disburse, account for, and report usage of funds. The position requires frequent travel up to 40% of the time.
Fonctions
Responsibilities
Provide functional support for RTI’s finance and accounting function.
Accounting/keep track of expenses and other financial transactions, mainly involving expense entry, tracking, and record keeping.
Prepare and submit monthly expense reports to the RTI home office.
Maintains inventory tracking system and does periodic reviews to ensure compliance with RTI procedures and terms of the agreement.
Recommend necessary ideas based on the review findings to regional controller to improve quality of reporting.
Provide training materials for field finance staff.
Record expenses, advances, bank deposits any other accounting transactions in QuickBooks.
Manage staff cash advance accounts and reconciliation the same. Responsible for collecting and depositing to the bank any cash balances at the end of a trip (where applicable).
Collect and file of all cash and bank vouchers, maintain up-to-date, and complete voucher and filing systems maintaining voucher filing system such that files are updated, complete and safeguarded.
Keep check stubs, cash receipts and withholding tax receipts in a permanent and safe place. Follow up on time printing if required maintaining appropriate stock balances.
Physically present payments of monthly taxes, pension and withholding obligations to Government offices.
Prepare journal vouchers or adjusting entries for necessary reviews and approvals.
Prepare monthly payroll.
Prepare and process income tax, pension, and provident fund to government on monthly basis.
Prepare supporting documentation for VAT exemption and/or claims, as relevant.
Prepare a monthly reconciliation of staff advances, VAT records (as relevant), Income tax, pension and withholding taxes payable accounts.
Provide support to the Finance Manager in compiling and submission of the monthly financial reports package.
Prepare relevant journal vouchers in timely manner to address monthly financial reporting compliance issues raised by the Regional Office/Compliance team.
Support Finance Manager during any required audits.
Perform other tasks as assigned by supervisor.
Qualifications Requises
Qualifications and Experience
Bachelor´s Degree and 5 years of experience, master’s degree in accounting and finance/Commerce and minimum 3 years of degree working experience in accounting.
Experience of working with USAID projects preferable.
