Under the overall supervision of the Head of Emergency Operations and direct supervision of the Programme Coordinator WASH, the Senior Project Associate (WASH) will support the successful implementation and management of water and sanitation activities. (The incumbent will provide technical support for the implementation of WASH activities among IDPs and vulnerable host communities in Haiti. The incumbent will be a member of the WASH team, based in Gonaives, tasked to implement the IOM WASH projects
Fonctions
The successful candidate will be responsible for the following tasks:
1. Independently lead and coordinate the implementation of the WASH project, including rehabilitation of water infrastructures, cleaning and rehabilitation of drainage channels, hygiene promotion activities, community engagement activities; monitor implementation of the WASH activities to verify that the work is proceeding according to established plans; analyze implementation difficulties and make recommendations for adjusting implementation modalities and work plans to best reflect changing environment on the field.
2. Monitor budget expenditures; verify availability of funds and maintain a proper record of approved project budgets and their revisions.
3. Coordinate and monitor the financial, administrative and technical aspects of the WASH project in line with IOM policies and donor requirements.
4. Support the development and coordination of technical assessments and gather data on water, sanitation, and hygiene needs in targeted communities to guide intervention planning.
5. Participate in developing intervention plans, including budget estimates for water and sanitation infrastructure rehabilitation projects.
6. Participate in meetings and conferences; maintain effective liaison and coordination with local authorities, partners, United Nation agencies, WASH Sector, intergovernmental and non-governmental organizations, donors and other stakeholders relevant to the project.
7. Coordinate the preparation of correspondence, briefing notes, presentations, narrative and financial reports; ensure status reports are prepared and submitted in a timely manner.
8. Identify and document good practices and lessons learned; contribute to the development of Standard Operations Procedures (SOP), policies and concept papers and support the development of new projects.
9. Supervise and provide guidance and training to reporting staff.
10. Perform other related duties as assigned.
Qualifications Requises
Education
University degree in Civil Engineering, Environmental Engineering, Geology or a related field from an accredited academic institution with five years of relevant professional experience or School diploma in the above fields with seven years of relevant experience
Experience and Skills
? Experience supporting project management and implementation of WASH activities (including reporting and budget management), to provide life-saving assistance to affected populations in Haiti;
? Experience supporting the implementation of WASH infrastructure, including procurement and contract management;
? Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations;
? Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups;
? Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage;
? Experience supervising staff and coordinating tasks.
? Strong level of analytical skills.
? Computer literacy in office automation, computer aided engineering design and geoinformatics.
? Excellent communication skills; capable to share ideas and explain results to all levels of the Organization and stakeholders
? Strong reporting skills
