The Project Management Specialist (Agriculture) position is based in the Office of Economic Growth
and Agricultural Development (EGAD). The incumbent is the team leader of the Agriculture and
Natural Resources Management Team and is supervised by the EGAD Office Director or Deputy. The incumbent plays a leadership and advisory role in implementing key elements of the Mission’s Resilience and Agriculture programming. The incumbent provides senior-level technical, management, and advisory support to the EGAD Office Director and advises the USAID Mission’s Front Office and the Ambassador on rural development, resilience, and agriculture related topics, as required. The incumbent serves as USAID’s subject matter expert on agriculture and ensures coordination with other sectors of the Mission portfolio. The incumbent is a Contracting or Agreement Officer’s Representative (COR/AOR) for major projects and liaises with CORs/AORs managing programs that contribute to improving the conditions for inclusive rural economic growth and resilience. The incumbent serves as point of contact for the Ministry of Agriculture and other host government agencies at the highest levels of Haitian government; represents the Mission in donor coordination, and works with the
Mission Resilience Coordinator and the Bureau for Resilience and Food Security to further U.S. Government’s agriculture development and Feed the Future’s goals in Haiti. The incumbent performs work-related travel on an occasional basis.
Fonctions
Project design and management (40%)
The incumbent coordinates and/or manages EGAD activities contributing to USAID Haiti’s Development Objective 2: Economic and Food Security Enhanced. The incumbent plays an important role in formulating the strategic vision for the EGAD Office, project design,
management, and implementation for resilience and agriculture activities programmed under the EGAD Office and the Mission resilience portfolio. The incumbent may also contribute substantially to non-EGAD project design related to agriculture, such as Food for Peace activities (now under USAID’s Office of Humanitarian Assistance). The incumbent leads and
advises key elements of the Mission’s resilience, food security, and agriculture programming, including leading or participating on Technical Evaluation Committees. As AOR/COR. The incumbent will manage major Mission resilience and agriculture activities. The incumbent may
also manage smaller awards, including GDAs with the private sector. The incumbent provides technical advice to other EGAD and Mission staff as needed, particularly the Environment Team given the environmental considerations inherent to the Mission’s agriculture and resilience work, and may serve as technical backup and support for the Mission’s emergency projects.
Office Management (20%)
As a team leader, the Project Management Specialist (Agriculture) supervises a team of dedicated professionals. The incumbent will ensure effective management of the agriculture development program and Staffing resources in EGAD’s Agriculture/ Natural Resource Management team. The incumbent is a member of EGAD’s Office Management Team. Management duties are varied and require application of methods to a broad range of problems or situations with substantial depth of analysis. The incumbent provides guidance to team members to help them maintain a high level of performance and contributes to their professional development.
Advisory role (15%)
The incumbent advises the Mission on strategic engagement in the agriculture sector. The incumbent is a subject matter expert in agriculture, food security and provides advice to USAID's portfolio and strategy and the Embassy's related work, including providing technical, strategic, and cultural advice to the Mission Director, Ambassador, and other senior USG government officials. The incumbent participates in sector wide assessments, informs policy dialogue with the Ministry of Agriculture, and represents USAID in all forums concerning agricultural and food security issues. The Project Management Specialist (Agriculture) establishes and maintains a network of high-level professional contacts within the public and private sectors of the Haitian agricultural economy and has a comprehensive knowledge of other donor programs. As access to credit is one of the main constraints to agricultural development in Haiti, the incumbent regularly collaborates with the Mission’s Financial Sector Advisor to link agriculture projects with the finance programs, including developing flexible strategies for adapting financial products for the agricultural sector. The incumbent also works closely with the Mission Alliance Builder to facilitate private sector investment in agriculture. The incumbent coordinates with all other offices within the Mission, to advance the USAID’s food security, nutrition, and resilience portfolios in Haiti. The Project Management Specialist (Agriculture) also may advise or engage with other U.S. Government agencies, such as the United States Department of Agriculture (USDA) and the U.S. Embassy’s Economic Section.
Support to Mission planning, monitoring and reporting (15%)
The incumbent plays a key role in the preparation of Operational Plans and Performance Reports. The incumbent also reports data to the Bureau for Resilience and Food Security as needed. The incumbent serves as EGAD’s technical lead for the evaluation of agriculture
activities and the design of follow-on initiatives. The incumbent contributes to the development of USAID’s agriculture, reforestation and climate strategy in Haiti and to any programming addressing issues related to agricultural development. The incumbent also provides technical guidance to the Mission’s strategic documents, including USAID Haiti’s results framework and the Country Strategy.
Government and donor coordination (10%)
As the primary point of contact with the Ministry of Agriculture, The incumbent ensures that USAID’s agricultural projects are aligned and implemented in coordination with the Government of Haiti (GOH). The incumbent establishes and maintains influential working
relationships with the GOH at the Minister-level and technical working level, including the Minister of Agriculture and other high level Ministry officials.. The incumbent is a key participant in the Agriculture Sector Table organized by the Ministry of Agriculture, and represents USAID at donor sector groups for agriculture and food security, which provide advice and support on agricultural development in Haiti. In addition, the incumbent coordinates with other GOH Ministries and agencies including the Ministry of Environment and the Ministry of Public Works, as needed.
Qualifications Requises
a. Education: A Master’s degree in a technical field of natural science, agriculture/agronomy, or environmental/agricultural engineering is required. English language competence level will be tested.
b. Prior Work Experience: A minimum of seven years of progressively responsible experience in the economic aspects of agriculture marketing, trade, or production is required. Experience in the analysis and interpretation of data and presentation of findings in written form is required.
c. Experience with event planning and project management is also required.
Language Proficiency: Level IV proficiency in spoken and written English, French, and Level IV proficiency in spoken Haitian Creole, is required.
d. Job Knowledge: (40 points): The work of the Project Management Specialist (Agriculture) requires
in-depth knowledge of trends, methodologies, and best practices in international development, particularly rural development, land, agriculture, or private sector development. The incumbent must
possess the ability to plan, organize, and implement programs, plans, and proposals involving substantial
agency resources. The incumbent must have sound, evidence-based knowledge of a wide range of relevant issues, policies, and practices within the rural development field.
A thorough knowledge and understanding of the Haitian agriculture sector and the concerned government and non-government entities is essential. This must be complemented by a comprehensive
knowledge of 1) economic, political, social and cultural characteristics; and 2) the problems, resources and development prospects/priorities related to agriculture. A thorough understanding of Haitian agricultural practices, market conditions, and government policies is required. The ability to relate policy and market changes to U.S. agricultural trade interests is also required. Deep and up-to-date knowledge of U.S. agricultural policies and programs is essential. Knowledge of agriculture, food industry and trade practices, and the related political, economic, technical, and social implications as it is applied to agriculture is required. A thorough understanding of the state of agricultural development and trade in Haiti and the region is required. Familiarity with government offices and trade associations concerned with agricultural imports and exports is required.
e. Skills and Abilities: (30 points): The incumbent must have the ability to: obtain, analyze, and evaluate a variety of data and to organize and present it in concise written and oral form in English and French; independently plan, develop, manage and evaluate complex programs; and to provide information and advice in assigned areas with professionalism and objectivity. The incumbent must be able to independently establish and maintain an extensive network of contacts in the agriculture sector, including with senior-level Ministerial officials and private sector representatives, and be able to explain and defend USAID programs, policies, objectives, and procedures. The incumbent must also have the ability to interpret Haitian governmental and private sector attitudes and concerns and present such analysis to senior USAID officials. The incumbent must have the ability to prepare, in English, precise and accurate analytical reports on developments in commercial agriculture and agricultural trade. It is also essential that the incumbent can successfully plan, organize, and implement events for high-level official
U.S. and Haitian visitors.
