PROJECT: Global Health Supply Chain – Procurement and Supply Management (GHSC-PSM) Haiti


Background:

The Procurement and Supply Management project will be the primary vehicle through which USAID will 1) procure and provide health commodities, 2) provide technical assistance to improve partner countries’ management of the supply chain, and 3) collaborate with key international stakeholders to support global health initiatives. The Haiti office will work under two of the project’s task orders (HIV/AIDS and Population and Reproductive Health) to provide commodities and supply chain technical assistance.


Fonctions

S/he shall be responsible for the quantification and development of HIV/AIDS related commodities, with an emphasis on laboratory, in addition to family planning commodities. S/he will be responsible for the quantification of these commodities using the Quantification Analytics Tool (QAT) and will be responsible for analyzing and managing the forecast for antiretroviral (ARVs) and other major HIV/AIDS commodities such as test kits, major drugs to treat opportunistic infections and sexually transmitted infections, laboratory supplies, contraceptive methods (family planning), and other commodities as required. The quantification and forecasting manager will develop regular quantification reports noting commodity needs, analysis, and demand to inform the project’s procurement strategy.

Specific tasks to be completed under this SOW are as follows:
• Develop and maintain skills in quantification methodologies using the QAT tool
• Complete and document annual forecasts and quarterly updates of supply plans in accordance with relevant SOPs and work instructions
• Monitor the national pipelines for all GHSC-PSM procured commodities to ensure that adequate quantities of required commodities are readily available for distribution
• Work with the GHSC-PSM procurement team to ensure execution of commodity procurement by GHSC-PSM; which includes but is not limited to monitoring costs against the funding targets and procurement lead times.
• Collaborate with cross-functional teams to optimize operational efficiency
• Coordinate closely with all partners and other stakeholders to ensure rational and timely procurement of family planning and HIV/AIDS related commodities.
• In coordination with GHSC-PSM leadership, s/he will meet regularly with the client to discuss current orders, upcoming deliveries and immediate future needs.
• Prepare and present comprehensive reports on forecasts and performance metrics to senior management, highlighting key insights and actionable recommendations.
• Oversee and management the quantification & forecasting team – fostering a collaborative and high-performance culture.


Qualifications Requises

Job Qualifications
• Bachelor’s degree in a relevant field.
• At least three years of work experience in pharmaceutical/lab/public health supplies management.
• Demonstrated skills in relevant forecasting software (has used or is familiar with Quantimed, ProQ PipeLine, QAT), or other similar computer software programs.
• Awareness and comfort working in Microsoft Office (Word, Excel, Access, etc.)
• Knowledge and comprehensive understanding of Haiti’s public health sector and working experience in Haiti preferred.
• Excellent written and oral communications skills in French and English
• Proven ability to work as a part of a leading team but also self-managing of own time.
• Work experience particularly with projects funded by the United States Agency for International Development (USAID) is an advantage
