Introduction
PROJECT: Global Health Supply Chain – Procurement and Supply Management (GHSC-PSM) project in Haiti
Background: The Procurement and Supply Management project is the primary vehicle through which USAID 1) procures and provides health commodities, 2) provides technical assistance to improve partner countries’ management of the supply chain, and 3) collaborates with key international stakeholders to support global health initiatives. The Haiti office will work under two of the project’s task orders (HIV/AIDS and Population and Reproductive Health) to provide commodities and supply chain technical assistance to the Haitian Ministry of Health.
The Commodity Procurement Specialist will play a role in providing professional procurement services to the GHSC-PSM in Haiti project while ensuring that GHSC-PSM procurement policies and USG acquisition regulations are followed in the purchasing of quality assured commodities to target timescales at a best values range
Fonctions
Principal Duties and Responsibilities (Essential Functions)
1. Manage all aspects of assigned procurement from enquirers to orders/delivering stage.
2. Prepare solicitation documents, analyze bids, work with the procurement technical evaluation committee as applicable and initiate the vendor selection process including and producing quality memorandum of negotiation for each procurement.
3. Contribute to technical procurement package review before submission to DOA holder for approval.
4. Negotiate cost reductions with suppliers where appropriate.
5. Prepare purchase orders/subcontracts and secure appropriate approvals for submission to awarded vendors.
6. Contribute to budget tracking and provide recommendations on budget utilization ratio.
7. Contribute to the waiver process for the non-registered pharmaceutical items.
8. Contribute to vendor registration database, appraise supplier performance, and manage the relationship with suppliers.
9. Liaise with the supplier as well as shipping officer as necessary to ensure timely collection from suppliers, shipping, and delivery as well as collection of proof of delivery (POD).
10. Ensure entire procurement files are archived as outlined in GHSC-PSM Standard Operating Procedures (SOPs).
11. Ensure day to day data entry in the Purchasing ARTMIS systems.
12. Check supplier invoices and arrange payment within the negotiated timeframe.
13. Manage and resolve post contract complaints and issues as per GHSC-PSM policies & USAID regulations.
14. Prepare and submit tracking documents, reports, or other relevant documentation as requested by the donor or internal superiors.
15. Ensure all stakeholders are informed on order status or any issues related to the orders.
16. Recommend and implement best practices and approaches to streamline implementation and roll out systems for effectiveness and efficiency, considering client needs, team dynamics, and project mission.
17. Provide training and technical assistance to new hired Procurement Specialists.
18. Perform other specific assignments as assigned by the GHSC-PSM Haiti Senior Commodity Procurement and Lab Manager.
Qualifications Requises
Job Qualifications
? Bachelor’s degree in Procurement, Pharmacy, Laboratory or related field, or pertinent equivalent experience.
? At least 3 years of procurement experience in medicines, medical equipment, laboratory reagents and consumables, or other relevant HIV/AIDS, Family Planning, reproductive and maternal child health commodities, preferably on USAID projects.
? Experience and understanding of the Federal Acquisition Regulations (FAR).
? Strong organizational skills and ability to perform multiple tasks simultaneously, set priorities, and work in a team with diverse cultural backgrounds.
? Self-driven with a high sense of quality, accuracy, efficiency, and ability to meet tight deadlines.
? Experience in and knowledge of international logistics preferred.
? Fluent in French, Haitian Creole, and professional proficiency in English.
? Strong computer skills, including knowledge of Windows and Microsoft Office applications including Outlook, Word, Excel, and PowerPoint.

The Commodity Procurement Specialist will report directly to the Sr Commodity Procurement and Lab Manager or his/her designee.
