This Terms of Reference (TOR) outlines the responsibilities, qualifications, and expectations for the PACS (Picture Archiving and Communication System) Administrator position at Zanmi Lasante. The PACS Administrator will manage and support the PACS system to ensure its effective operation and integration within our healthcare facility. Zanmi Lasante is a leading healthcare provider dedicated to delivering high-quality medical services. To enhance our diagnostic capabilities and streamline our operations, we rely on a robust PACS system. The PACS Administrator will play a crucial role in maintaining this system, ensuring it meets the needs of both IT and clinical staff.


Fonctions

The primary objectives of the PACS Administrator are to:
• Ensure the PACS system operates efficiently and reliably.
• Provide technical support and training to clinical and IT staff.
• Maintain system integrity, security, and compliance with relevant standards and regulations.
• Facilitate the integration of the PACS system with other healthcare information systems.
The PACS Administrator will be responsible for the following tasks:
System Management
• Oversee the day-to-day operation of the PACS system, including monitoring performance, managing storage, and ensuring data integrity.
• Perform regular system backups and disaster recovery procedures.
• Implement and maintain security measures to protect patient data.
Technical Support
• Provide technical support to clinical and IT staff, addressing issues related to the PACS system.
•Troubleshoot and resolve system errors, ensuring minimal disruption to clinical workflows.
• Collaborate with vendors and service providers for system maintenance and upgrades.
User Training and Support
• Develop and conduct training programs for clinical and IT staff on the use of the PACS system.
• Create and maintain user manuals, training materials, and documentation.
• Offer ongoing support and assistance to users, ensuring they can effectively utilize the system.
Integration and Interoperability
• Work with IT and clinical teams to integrate the PACS system with other healthcare information systems, such as Electronic Health Records (EHR) and Radiology Information Systems (RIS).
• Ensure interoperability between the PACS system and various imaging modalities (e.g., CT, MRI, X-ray).
Compliance and Quality Assurance
• Ensure the PACS system complies with relevant healthcare regulations, standards, and best practices.
• Conduct regular audits and quality assurance checks to maintain system integrity and performance.
• Stay updated on industry trends, emerging technologies, and regulatory changes related to PACS.



Qualifications Requises

• Bachelor’s degree in Information Technology, Computer Science, Healthcare Informatics, or a related field.
• Minimum of 3-5 years of experience in PACS administration or a similar role.
• Strong background in IT, with experience in system administration, networking, and data management.
• Clinical experience or understanding of healthcare workflows and medical imaging processes.
• Proficiency in managing PACS systems, including configuration, troubleshooting, and maintenance.
• Knowledge of DICOM standards, HL7 protocols, and other relevant healthcare IT standards.
• Familiarity with various imaging modalities and their integration with PACS.
• Experience with database management, storage solutions, and data security practices.
• Excellent communication and interpersonal skills, with the ability to work effectively with clinical and IT staff.
• Strong problem-solving and analytical abilities.
• Detail-oriented and able to manage multiple tasks and priorities.
