Overall objectives:
The Monitoring, Evaluation and Learning Advisor will be responsible to provide technical leadership and
strategic direction for program monitoring and evaluation (M&E) activities, frameworks, plans and
indicators to capture project performance results and provide effective, accurate and timely monitoring,
evaluation and reporting of all project activities. The Monitoring, Evaluation and Learning Advisor will lead analysis of data collected for assessment of progress and areas of improvement, guide reporting processes, consolidate program
reports, promote learning and knowledge sharing of best practices and lessons learnt. The MEL Advisor will supervise, support the MEL Officer and report to the MEL Senior Advisor. The MEL Advisor will also be responsible for designing and conducting research studies, if relevant.

Specific Responsibilities:
Design and implement the project’s Monitoring, Evaluation, and Learning (MEL) Plan.
Establish robust data collection, management, and reporting systems.
Ensure project progress against targets is regularly tracked and evaluate project success in
achieving objectives and goals.
Regularly report results and data to USAID and PEPFAR through narrative reports and DATIM
Coordinate all M&E capacity building efforts to strengthen recording and reporting procedures,
data analysis, and use for program improvement and decision-making.
Oversee all data collection efforts, including evaluation, surveys, assessments, and qualitative
studies.
Set up and maintain the routine data flow and reporting schedule, providing technical assistance
and support to ensure a system for the collection of quality data is maintained and data is used to
inform programmatic decisions.
Ensure that routine monitoring data is shared with implementation teams and partners, and
facilitate program learning processes to support evidence-based program adaptation.
Ensure relevant data is entered into the project's performance management
system designed to capture, analyze, and disseminate project data.
Coordinate the development of data dashboards or visualizations to facilitate the interpretation
and use of data.
Implement interventions to leverage technology and innovation to improve data collection and
information systems.
Contribute to development of program work plans, quarterly and annually reports, and factsheet
summarizing project results and evidence.
Contribute to the development of presentations for professional meetings and conferences
Qualifications Requises
Master’s Degree (or equivalent) in International Development, Economics, Public Health, Social Sciences, Statistics, or a related discipline.
A bachelor’s degree might be acceptable with extensive experience in MEL.
5+ years of experience in monitoring, evaluation, and learning roles within international development, humanitarian assistance, or public health projects.
Possessing expertise in statistical analysis and having led or participated in an M&E team.
Familiarity with international donor requirements for monitoring and evaluation, for agencies like USAID (not mandatory);
Proficiency in English is a plus.
