PROJECT: Global Health Supply Chain – Procurement and Supply Management (GHSC-PSM) Haiti

Background: The Procurement and Supply Management project will be the primary vehicle through which USAID will 1) procure and provide health commodities, 2) provide technical assistance to improve partner countries’ management of the supply chain, and 3) collaborate with key international stakeholders to support global health initiatives. The Haiti office will work under two of the project’s task orders (HIV/AIDS and Population and Reproductive Health) to provide commodities and supply chain technical assistance


Fonctions

Position Purpose:

The Laboratory Integration Officer will play a crucial role in the management of laboratory commodities through effective coordination and collaboration across multiple departments including the forecasting & supply planning team, the data team, and the lab commodity team. This position requires a strategic approach to ensure the implementation of best practices at facilities, tracking of the procurement process, and precise consumption monitoring to inform calculations associated with routine distribution efforts. The officer will be responsible for overseeing the end-to-end process of lab commodity management, from forecasting needs, to ensuring timely and accurate procurement and site-level replenishment, ultimately contributing to a smooth, transparent, and efficient management of the laboratory health area.

The Laboratory Integration Officer will also provide general technical and administrative support and follow up to the Lab team for the reinforcement of the lab commodities management system. S/He will be responsible to coordinate and/or implement laboratory activities in the field and will liaise closely with the GHSC-PSM data team in providing support to different HIV/AIDS partners involved in laboratory management (PEPFAR implementing partners: “Networks” etc.) in order to ensure laboratory commodities inventory management and rational use of lab commodities at site level.

Tasks:

Specific tasks to be completed under this SOW are as follows:

• Provide support to the Lab Commodity team in all the daily activities
• Contact sites as required to correct irregularities observed in the reports through email and / or integrated call center (ICC) to propose corrective action
• Regularly review and analysis of lab site consumption reports including all stock management parameters for better anticipation of stock-outs (loss, theft, damaged, expired, adjustments, available stock, transfer / loan, etc.)
• Make a global analysis of the sites’ needs to better prepare the regular lab distribution (Pre-Back Order Analysis);
• Work closely with the lab data analyst to review replenishment calculations SYGDOCC to ensure accuracy with site need, proper utilization of product, and average monthly consumption
• Analyze the accuracy of lab emergency requests by reviewing the consumption trend of the commodity to confirm or reject the stock replenishment requests
• Follow up of all the anticipation stock-out alerts generated by the system (SYGDOCC) to better plan a redistribution between site and / or an urgent distribution.
• Work closely with all technical programs advisor to address any problems or issues on data received from sites;
• Follow the tracking table of back orders when requisitions are not fulfilled
• Prepare proactively new calculation for additional requisitions to fulfill non- honored previous quantities of supplies per site; as soon as products are available in PSM and Reinbold warehouse,
• Assist in the analysis and preparation of various reports- such as patient regimen, patients at sites, consumption reports, etc., as requested;
• Assist the supervisor to ensure tables and graphs representing network performances are available for coordination meetings.
• Proactively identify lab commodity and data concerns by making recommendations or by pursuing for appropriate solutions with the supervisor.
• Participate in the validation exercise of Lab consumption data and patients by regimen in conjunction with the validation team (half-yearly or as needed);
• Provide support in the monitoring and evaluation of laboratory commodities, with an emphasis on rational usage at the site level.
• Perform lab site onboarding assessment and perform technical assessment of the laboratory needs in terms of equipment, commodities, storage space and trainings, as requested. Provide recommendations and required actions prior to any delivery by PSM.
• Actively participate in the Lab Quantification Working Group and annual lab quantification exercise
• Closely monitor the maintenance and repair services provided to the USG supported sites according to the agreed upon service provider maintenance and repair calendar, on a quarterly basis (job order collection and analysis).
• Maintain an accurate listing and status of all lab equipment at each site on a quarterly basis and ensure that any equipment issued from the warehouse is properly labeled and registered in the lab equipment inventory list
• Provide technical assistance on stock inventory management for lab related commodities if needed, to PEPFAR sites. Perform visit on a quarterly basis and/or as requested of the biomolecular labs to validate their operation and raise concerns that may impact the continuity of Viral Load and Early Infant testing
• Collaborate with Customer service support to provide technical support to the management of all lab related technical assistance requests from USG supported sites.
• Actively assist the Lab Advisor in the quarterly CAGIL meetings with PEPFAR Partners.
• Participate in management and lab technical meetings, record minutes as requested.
• Work closely with the LNSP Training Unit to organize and participate in training activities in lab commodities management, including the use of basic LMIS tools/reports, at workshops or at site level.
• Travel 20-30% of the time for data validation assessments
• Performs any other task entrusted to him by his supervisor.


Qualifications Requises

Job Qualifications

• Bachelor’s degree (or a combination of education and equivalent relevant experience) in laboratory technology and data analysis
• A minimum of 5 years relevant field experience in providing technical support to local laboratories.
• Of the 5 years of required experience, 2-4 years working in an international non-government organization, or a public health supply chain project is highly desirable
• Excellent interpersonal skills and the ability to work successfully in a team environment.
• Demonstrated competence in the management of a variety of activities with a strong attention to detail and quality.
• Good working knowledge of Microsoft applications such Word, Excel, PowerPoint, Outlook and experience in Internet research. Ability to adapt and learn other database programs as required, such as warehouse management systems and logistics management information systems.
• Demonstrated ability to use discretion and good judgment. Ability to maintain a high level of professionalism, confidentiality and tactfulness.
• French and Creole Fluency required with effective writing skills in both languages. English professional ability is preferred.
• Ability to work under pressure and tight deadlines.
• Ability and willingness to travel 20-30% of the time.

Reporting:

• The Laboratory Integration Officer will report directly to the Sr. Manager on the Lab Commodity Management team, however the expectation of this position is close coordination and integration within other departments of the project, including but not limited to the forecasting and supply planning team, and the data unit.
