Introduction
PROJECT SUMMARY
PADF is implementing the Projet Paysages Resilients (PPR-Sud) funded by the United States Agency for International Development. PPR-Sud supports watershed and landscape governance interventions through rehabilitation of sub-watersheds and reinforcement of community-led natural resource management. Its intervention areas are the sub-watersheds of the Ravine du Sud, Rivière de l’Acul and Rivière de Torbeck of the Les Cayes Basin. As such, PADF is soliciting applications from experienced candidates to serve as Deputy Chief of Party (DCOP) for this PPR-Sud, which is a watershed management program in the South department. The position is based in the South.
PURPOSE OF THE POSITION
Assist the COP in ensuring overall coordination, implementation and supervision of all PPR-Sud resources and operations. The DCOP will provide sound scientific and practical grounding for all project interventions at the watershed and sub-watershed level. Other key focus areas will include strategic planning, staff capacity building, technical soundness, implementation of project activities, monitoring of partners’ activities and reporting.
Fonctions
MAJOR RESPONSIBILITIES
1. Assist the COP in developing a comprehensive operational plan and ensuring coordination, implementation, and supervision of all program activities.
2. Assist the COP in overseeing the PPR-Sud, ensuring that the two program strategic objectives are met through proper detailed component planning, staffing, and results-driven implementation.
3. Work closely with all PPR-Sud staff and partners to ensure that the project is implemented according to its design, quality standards, and schedule, and deliver technically sound interventions.
4. Work and coordinate with all technical staff to ensure operational excellence.
5. Build staff capacity in order to ensure the execution of program activities.
6. Assist the COP in coordinating with other USAID-funded programs and partners to ensure enhanced integration and synergies.
7. Work with the M&E team to evaluate project performance and determine management plan needed to improve achievement by participating and conducting as appropriate surveys, studies, and rapid appraisals.
8. Contribute to establish and maintain effective project communication and knowledge management, including reporting, assessment, and evaluation.
9. Submit to the COP timely, accurate, and professional project reports, including lessons learned and best practices.
10. Support and coordinate with partners, MEL staff and consultants for quality services delivery.
11. Assist the COP in managing the PPR-Sud budget within approved spending levels and ensure accurate and timely financial reports.
12. Evaluate all program sector operations including the monitoring system and provide leadership and technical guidance to improve overall operations.
13. Oversee the implementation of the program monitoring in coordination with the M&E team
14. Help ensure that relationship within the program is positive by facilitating regular staff meeting
15. Carry out additional responsibilities and projects as assigned, including administrative and planning functions
Qualifications Requises
? Must have a university degree in agriculture, natural resource management, forestry or related sciences, a master’s degree is a plus.
? Minimum of ten years’ experience of professional experience working in watershed management, reforestation, and/or natural resources management projects
? Proven ability in planning (short and long term), conceptualizing and advocating in Programs
? Demonstrated ability in strategic planning
? Proficiency in both English and French
? Excellent communication skills are required, both oral and written
? Able to work in demanding environment and adaptable to rapidly changing contexts
? Good computer and Internet skills are required
? Knowledge of donor procedures especially USAID
? Excellent English writing skills
? Capacity to work under pressure and face urgent situations
