The period of performance is five (5) years.
Introduction
The USAID Development Assistance Specialist (Health Implementation Advisor) serves as one of four Health Program Implementation Advisors assigned to provide assistance to the Mission, the Government of Haiti(GoH), and implementing partners (IPs) in implementing USAID-funded programs/projects/activities to improve
the quality and use of health services and strengthening health systems in the host country. The Specialist supports the development, implementation, and improvement of health service delivery, and reinforcing sustainable systems and practices, and provides support and technical advice to ensure health projects will meet their goals and objectives. This is achieved through on-site observation and the collection of performance data, applying an in-depth and extensive knowledge of the health sector in Haiti to assist the Mission and CORs/AORs in reviewing, designing, and strengthening program/project/activity implementation, with an emphasis on improved performance management. The work includes building collaborative relationships with
and between stakeholders; conducting assessments to determine the best interventions and approaches to address implementation challenges; designing, implementing, and monitoring appropriate activities and interventions; and, building local capacity for monitoring and quality improvement in the health sector.

2. Statement of Duties to be Performed
On-Site Implementation Advice for PEPFAR and non-PEPFAR Programs/Projects/Activities-45%
The Specialist, working collaboratively with other Health Program Implementation Advisors and with all Health
team CORs/AORs and activity managers, provides oversight and technical direction to the implementation of
strategies and interventions designed to strengthen the design, implementation, management, reporting and
coordination capacity of health programs/projects/activities throughout Haiti, in close cooperation with national,
regional, and local stakeholders. The Specialist supports the continued development of leadership, management,
coordination, and strategic planning skills, and the development of sound systems for management, monitoring,
and quality improvement. The Specialist works with IPs to identify training gaps, facilitate training, and ensure
access to day-to-day skill-building, supportive supervision, mentoring, and coaching. The Advisor corresponds
regularly, and meets periodically, with other health service delivery and HSS health team staff to learn from each
other and to provide mutual support. The work builds capacity and expertise within IPs and national, regional,
and local levels of the health system, in addition to the Health Office to strengthen performance management
systems and health information management systems.
The Job Holder spends significant amounts of time in the field, documenting program/project/activity
implementation through direct observation and by developing and using data collection tools and quality
checklists. The Job Holder is responsible for establishing the logistics planning frameworks to develop site visit
schedules. Following site visits, the Job Holder drafts reports, and provides feedback and recommendations to HO
technical managers and leadership.
Oversight of Health Office Field Programs/Projects/Activities-30%
The Specialist, as an on-site representative of the USAID/Haiti Health Office (HO), provides advice on
programs/projects/activities designed to improve the quality and use of health services, and strengthen the
management and coordination capacity of national, regional, and local levels of the health system. Work includes
coordination to analyze needs, build awareness of gaps, and to achieve buy-in on the need for improved
leadership, finance, and management practices. The Specialist identifies appropriate approaches and tools to
address needs, adapt methods and tools, and to follow up with IPs on site to ensure implementation of
agreed-upon actions to improve quality and health outcomes. The Specialist relies on Health Office staff for
assistance in identifying requirements for specific technical assistance, to develop appropriate scopes of work,
and to work with short-term consultants to maximize benefit and follow up on short-term assignments. The
Specialist serves as alternate COR/AOR or Activity Manager on specific programs/projects/activities.
Individually and with other Advisors, the Job Holder works to develop and document effective tools and
approaches for institutional capacity building and quality improvement and maintains an inventory of successful
strategies and approaches.
Monitoring and Evaluation Activities-15%
Individually and with other Advisors, the job holder oversees and/or participates in the design, development, and
implementation of monitoring and evaluation (M&E) strategies and systems to effectively capture and
communicate program/project/activity results. The job holder routinely reviews data reported by IPs and
submitted through the health information systems, to identify trends in performance to target site level
assessments. Reports prepared document evidence of success and/or lack of success for interventions, share
lessons learned, and contribute to program/project/activity reports and publications, and internal and external
presentations.
Management Responsibilities-10%
The job holder provides guidance to IPs managed by CORs/AORs in the Health Office in Port-au-Prince. The
Specialist may be assigned as an Activity Manager of continuing programs/projects/activities. The Specialist
performs all management responsibilities to include M&E, stakeholder feed-back, site visits, assuring completion
of work plans, and preparation for IP portfolio reviews; and, participates in reviewing annual, semi-annual, and
quarterly IP reports, and requests or participates in the preparation of other reports as needed.
NOTE: The work includes a positive requirement for substantial travel to often remote areas of Haiti, currently
estimated in excess of 25% of the time (i.e., one or more weeks per month).
3. Supervisory Relationship: The USAID Development Assistance Specialist (Health Implementation
Advisor) works under the direct supervision of the Supervisory USAID Development Assistance
Specialist/Team Lead (M&E), and the more general supervision of the Deputy Health Officer and Chief
of the Health Systems Strengthening Division. While on site visits, the Specialist coordinates with
CORs/AORs responsible for programs/projects/activities subject to evaluation. The supervisor makes
assignments in terms of overall objectives and resources available. Completed work is reviewed in
terms of achievement of, and effectiveness in meeting, objectives. The Specialist is expected to
exercise considerable autonomy and judgment in discharging the duties of the assignment.
4. Supervisory Controls: Supervision of other Health Office/HSS staff is not contemplated.
Qualifications Requises
a. Education: Minimum of a bachelor’s degree, or the local equivalent in public health, laboratory sciences, international development, quantitative methods, or a related field is required.
b. Prior Work Experience: Minimum of three years of progressively responsible experience in health and laboratory systems strengthening and/or planning, or in public health, which provides the opportunity for project design, supply chain management, program planning, and/or project implementation in a health or health-related field is required. At least one year of this experience should be in development work, or related fields, other donor agencies, host-country organizations, or private-sector institutions which included project design, performance monitoring, and/or the analysis and interpretation of large amounts of data is required.
c. Language Proficiency: Level IV (fluent) English and French language proficiency, spoken and written, as
well as spoken Level IV Haitian Creole, is required.

Technical Evaluation Criteria
Knowledge (40 points)
- Broader background of donor related activities mainly in the health sector such as HIV/AIDS program
coupled with Reproductive, Maternal, Newborn and Child Health (RMNCH).
- Be familiar with the Ministry of Health (MOH) “Paquet Essentiel de Service (PES) strategic document
which outlines health program interventions.
- Strong background of the Monitoring and Evaluation principles, methodologies and practical application
knowledge.
- A strong knowledge and understanding of the organization and roles of the different levels of GoH health
delivery systems in order to enhance effective communication, and to develop consensus on plans for program/project/activity implementation and improvement.
Skills and abilities (60 points)
- Must possess skills and abilities to use Microsoft office suite such as Microsoft Word, Excel, PowerPoint and Google applications.
- Must possess excellent communication skills to maintain relationships with senior and mid-level GoH
officials, health service providers, private-sector representatives, and other donor organizations.
- Must have a track record to work independently on various projects with minimal supervision.
