Summary
The main responsibility of the Senior MEAL Officer is to provide support and guidance to McGovern-Dole project according to the country program and Education needs. She/he ensures that project has a strong MEAL system built as per the CRS MPP guidelines. She/he supports all evaluation activities as needed by using EGRA, ISELA and ALIK tools. During fields visits, she/he documents the findings and shared them with the appropriate project staffs. She/he is responsible for providing coaching and support to the Education project staffs, enumerators and partners so to ensure the quality of MEAL data.

Responsibilities
I. Monitoring and Evaluation
• Ensure the application of CRS MEAL Policies and Procedures in the projects and provide guidance to MGD project as per the needs.
• Participate in the project proposal development process as needed.
• Lead the realization of SMILER workshops so to design of the MEAL system.
• Participate and provide technical assistance in carrying out baseline studies and evaluations (real-time, mid-term, final, etc.).
• Develop tools to collect information on project monitoring, results, effects, and impact indicators; and to ensure that there is regular monitoring regarding the collection, reporting, processing, management, and availability of data relating to all project activities in all intervention areas (North and North -East).
• Support field staff in mastering data collection tools, ensure their orientation and supervision on all Monitoring-Evaluation-Accountability-Learning activities of the project.
• Plan and carry out periodic meetings with Partners in North, Northeast and PauP to share feedback for the improvement of the MEAL system of the project.
• Participate in periodic meetings with World Food Program (prime of the project) to share feedback so to improve the quality of project interventions.
• Ensure regular updating of the DIP of the project.
• Provide coaching and capacity building sessions to the MEAL officers on key aspects of MEAL.
• Contribute to the development of monthly narrative reports.
• Ensure the data required by the agency are reported as per the deadline (PSDI, Global Area indicators, Influence KPI, extended participants).
• Carry out field visits to monitor implementation of activities and data collection; check their quality and supervise staff during the collection of certain data.
• Prepare and regularly submit reports on monitoring, results, effects and impact indicators.



II. Accountability
• Support the team members to facilitate the implementation of the CRS accountability system to ensure that the actions proposed in the project meet the expectations of beneficiaries, partners and are executed in accordance to the planning.
• Support the implementation of the transversal protection plan in the project based on the guidance received from the Accountability focal point.

III. Learning
• Ensure the development of a learning agenda during the design phase of the MEAL system (SMILER).
• Create a learning environment and culture within projects by providing support to project staff by documenting lessons learned.
• Support teams members in the results dissemination process of studies and other MEAL activities with stakeholders.
• Participate in MEAL Community of Practice meetings of the country program.
• Lead the planning and production of lessons learned documents and/or learning videos, in collaboration with the project staff (with support of BD manager if needed).
• Coach project team in writing success stories and other learning document.


Qualifications Requises

Education and experience
• University degree in Social Sciences, Statistics, Economics, Computer Sciences, or any related fields.
• Minimum 5 years of MEAL experience.
• Minimum 4 years of experience in data processing and analysis.
• Minimum 2 years of experience in conducting studies or evaluations using EGRA/ISELA tools (both quantitative and qualitative).
• Proficiency in data management and analysis software such as: Excel, SPSS, SAS, E-views,
• Knowledge of ATLAS or any other qualitative data analysis software is an asset.
• Proficiency in qualitative data analysis.
• Great ability to plan, organize, supervise, control, analyze and communicate. Good command of survey techniques and different sampling methods. Strong analytical skills and experience in writing evaluation reports. Good knowledge of CommCare and Power BI tools is an asset. Experience in using mapping software (ArcGIS, QGIS) is an asset.

Conditions de travail

Travel Requirements
This position requires 50% of field visits in the projects’ implementation area and eventually at Port-au-Prince.

Internal: Project team, MEAL Country Manager, Project Managers, MEAL Officers, Project Officers, other CRS colleagues
External: Projects’ collaborators (MENFP representatives in the field, schools’ staffs, community members, World Food Program Staffs)
