The M&E Officer-Statistician is part of the PSM project team responsible for providing technical support for all complex Data analytics regarding to the project activities implemented through the GHSC-PSM office. He/she will able to help the Data Manager and team in data management of the HIV/AIDS Logistic Management Information System (LMIS/WMIS) needed to the project and has a good understanding of all Dataset from the software used by the PSM team: Quantification and Forecast (QAT, Forlab); ICC; Arthmis Data; Warehouse/Distribution (mSupply and DTT); DATA (SYGDOCC standalone and Web-based versions for all sites consumption and Resupply). He/she will work with all team for better analysis and utilization of high-quality information which is used to inform the PSM supply chain, especially the quantification team, Warehouse team and the service delivery unit team. He/she is a key member of the M&E team, provides relevant information to the M&E Manager for decision making and, ensures that all PSM working units will use accurate data for data driven decision making for quality improvement initiatives in the supply chain.
He/she will help in the implementation of standard operating procedures with all project team for new data structure demand. He/she will able to review data submitted by implementing partners if well captured and analyzed. He/ She will participate with data team in Pre-calculation process to ensure the needs of each site is accurate and compare the stock inventory at central level with the site level stock on hand and provide the result to the data team for better decision making.
Under the supervision of the M&E Manager, He/She, will work closely with the Data, Warehouse, LMIS, MIS Specialist, Distribution, SDU and ICC Units, to improve the data quality for each technical unit in the information supply management of the Haiti Ministry of Health counterparts, especially implementing partners and stakeholders in all sectors.
Fonctions
Specific Responsibilities:
I. Planning.
a. Work closely with the Data Unit, LMIS and quantification unit to update all project data management Standard Operating Procedures to sustain data quality.
b. In collaboration with the M&E Manager, plan periodic meetings not exceeding three months on the situation and the status of the data analyzed for the different units. Advising policymakers on key decisions based on results
c. Develop the strategies to help all key members of the project using analytics software the better methodology for more understandings.
d. Apply statistical theories and methods to solve practical problems faces with the project data.
e. Work closely with the technical and assignment teams to design various types of research instruments. Contribute to piloting and pre-testing research instruments and revising instruments based on the results of pre-testing exercises.
f. Prepare detailed reports for management and other departments by analyzing and interpreting data
g. Train assistants and other members of the team how to properly organize findings and read data collected
h. Ensure availability of all data capture tools from the different project activities.
i. Update necessary data entry tools, survey based on indicator and data requirements changes.
II. Data Validation exercise.
a. Work with the Data Team to track the list of sites with problems base on inaccurate consumption and patient by regimen data on a monthly basis, plan how we can proceed to validate those data.
b. Work with the MIS specialist to verify the stock accuracy and according to plan. Trace all irregular data before and after each regular distribution in mSupply database.
c. Participate with the M&E team in the general validation of consumption data and patients by regimen in conjunction with the validation team (semi-annual or can be done quarterly if necessary).
d. Participate actively to Data Quality Assessment activity process (bi-monthly).
e. work closely with the LMIS Manager to ensure the quality and integrity of the data on SYGDOCC.
III. Data Quality Assurance and Auditing.
a. Update and implement the project procedures – based on the standard operating procedures.
b. Ensure data content are accurate, compliant and achieves the desired outcomes for users.
c. Manage data cleansing and maintenance processes.
d. Develop tools according the needs for better data understanding
e. Provide technical support to the quantification advisor in the data validation exercises on submitted data and address identified data quality gaps at staff and database level.
IV. Technical Assistance to improve Senior and Management level decision-making.
a. Participate with senior management/unit heads team meetings, and the technical working group discussions to extract feedback from technical leads for review and analysis of supply chain performance.
b. Support evidence-based decision-making
c. Produce graphs, charts and tables that synthesize information or convey findings
d. Where applicable, work with other unit heads to develop data quality improvement strategies in response to performance results.
e. Ensure that PSM teams have clear instructions on how to complete the data collection / reporting forms / tools.
f. Contribute to the development or implementation of a strategy for anticipating emergency requests.
V. Other
a. Performs any other assigned tasks by the M&E Manager
Qualifications Requises
1. Bachelor's degree in mathematics, statistics or related field; Master’s degree in Computer Science or Information system; Master’s degree in Biostatistics preferrable or relevant experience
2. At least 4 years of proven experience in data management, logistics or related experience in supply chain
3. Strong math and analytical skills are essential to complete job requirements successfully
4. Able to compile and organize statistical information retrieved and present findings to management
5. Experience working with private and sensitive personal information
6. Confident in decision making and the ability to explain processes or choices as needed
7. Strong computer skills and ability to use necessary databases and software (HFSQL, SQL, SQLServer)
8. Excellent skills in Microsoft Office (MS Word, Excel, PowerPoint) and various statistical software such as SPSS, STATA, MaxQDA, Python, R and Power BI
9. Interpersonal and customer service skills are required when meeting with and interviewing potential clients
10. Ability to complete milestones and work toward multiple deadlines simultaneously
11. Fluency in French and Creole required, good knowledge of English helpful
