Fonctions
RESPONSIBILITIES AND ACCOUNTABILITIES:
The M&E Assistant will work as part of Emergency Response unit, under the direct supervision of the M&E Officer for the Emergency Unit and the Emergency Coordinator/Head of Programs in IOM Haiti. The incumbent will assist in the application of tailored tools to implement Monitoring, Evaluation, Accountability and Learning Plans of the projects currently active under the emergency response unit including WASH, SNFI, CCCM, Protection and other areas of programming. The M&E assistant will work closely with the Programme Managers (PMs) and M&E Officer in implementing M&E-related activities and accountability to affected populations (AAP) mechanisms. In particular, the incumbent will undertake the tasks outlined below:
1. Support in updating M&E plans, logical frameworks, and mechanisms to strengthen project implementation and AAP during project inception.
2. Support in the monitoring of technical compliance and timely execution of projects vis-à-vis baselines, indicators and set targets.
3. Assist in the organization of qualitative and quantitative data collection processes such as for post-distribution monitoring surveys, focus group discussions (FGD), and similar activities, including strengthening capacity of enumerators in qualitative and quantitative data collection.
4. Undertake field monitoring visits in coordination with the M&E Officer to collect quantitative and qualitative data on progress and emerging outcomes.
5. Assist in the drafting of internal reports, including detailed progress reports on project implementation.
6. Support project staff with after action reviews, evaluations, information sharing, documentation of lessons learned, and facilitating participation of communities, including implementation of accountability mechanisms.
7. Support the development of information management tools within the office.
8. Perform such other duties as may be assigned.
Qualifications Requises
EDUCATION, EXPERIENCE AND SKILLS
• Bachelor or equivalent diploma in Social Science, Statistics or Development Studies.
• At least 2 years of professional experience in the field of project management, monitoring and evaluation, and/or information management.
• Experience working with NGOs/UN agencies is an advantage.
• Knowledge of principles and current approaches to monitoring and evaluation to emergency conflict contexts using quantitative and qualitative methodologies.
• Strong knowledge of monitoring and evaluation tools and methodologies and excellent analytical and report writing skills.
• Demonstrated experience and confidence in field work.
• Flexibility, ability to work in difficult situations.
• Strong communication skills are a must.
• Good computer literacy (Excel, PPT, Word) and good administrative skills
• Ability to liaise independently with partners and government actors.
Be available to work on weekends and public holidays in the case of an emergency and participate in regular on-call roster for weekends and public holidays.

Fluency in Haitian Creole and French (oral and written). Working knowledge in English or Spanish an advantage.
